CONSIDER AWARD OF A CONSTRUCTION CONTRACT TO HZS ENGINEERING, INC. FOR PROJECT NO. 919: WILMINGTON AVENUE AND 223RD STREET - PULL BOX ACCESS IMPROVEMENTS (CITY COUNCIL)

I.                     SUMMARY

Project No. 919: Wilmington Avenue and 223rd Street Pull Box Access Improvements is part of the City of Carson (City’s) Fiscal Year 2023/24 5-Year Capital Improvement Program (CIP) plan. This project includes site improvements to provide access to existing pull boxes necessary to maintain the traffic signal at the intersection of 223rd Street and Wilmington Avenue (Exhibit No. 1).

The project was advertised in a newspaper of local circulation and through the PlanetBids portal from October 19, 2023 to November 8, 2023. One (1) bid was received and opened at the City Clerk’s Office. It was determined that HZS Engineering, Inc. was the lowest responsive and responsible bidder, with a total bid amount of $113,700.00.

Staff is requesting City Council to award a Construction Contract to HZS Engineering, Inc. for Project No. 919: Wilmington Avenue and 223rd Street Pull Box Access improvements for a not-to-exceed amount of $113,700.00. The total cost for this project including a 10% contingency is $125,070.00

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     AWARD a Construction Contract to HZS Engineering, Inc., the lowest responsive and responsible bidder, for Project No. 919: Wilmington Ave and 223rd Street - Pull Box Access Improvements, in the not to exceed amount of $113,700.00. 

2.                     AUTHORIZE the expenditure of construction contingencies in the amount of $11,370.00 (10%) for change orders and any unforeseen construction work such as substructure conflicts, contaminated soil removal and disposal, material testing, and other work that may be necessary to complete this project.

3.                     AUTHORIZE the Mayor to execute a Construction Contract with HZS Engineering Inc., following approval as to form by the City Attorney.

1.                     REJECT all bids.

2.                     TAKE another action the City Council deems appropriate consistent with the requirements of the law.

 

IV.                     BACKGROUND

Project No. 919: Wilmington Avenue and 223rd Street - Pull Box Access Improvements is included in the City’s CIP list.

In 2019, the City completed the freeway interchange project at the 405 Freeway and Wilmington and during the construction, the contractor installed the pull boxes serving the traffic signal at the intersection of Wilmington and 223rd under the existing Flood Control Channel Bridge owned and operated by the LA County. Due to the current locations, the LA County traffic signal maintenance division is not able to maintain the traffic signals if it requires maintenance/service. LA County signal maintenance division requested that the City provide accessibility to the pull boxes so that they can maintain the traffic signal at said intersection. The accessibility improvements include the installation of entry gates, metal ladders, concrete landing pads, safety fences with foundation, anchors for safety lanyards, and clearing and grubbing existing vegetation. Demolition and improvement plans were prepared by P.A. Arca Engineering.

The Invitation for Bids (IFB) No. 23-03 was advertised in a newspaper of local circulation and through the PlanetBids portal from October 19, 2023 to November 8, 2023. One (1) bid was received and opened at the City Clerk’s Office (Exhibit No. 2).

Staff reviewed the bid and determined that the lowest responsive and responsible bid was submitted by HZS Engineering, Inc., with a total bid in the amount of $113,700.00. HZS Engineering, Inc. is a bona fide contractor licensed by the State of California.  The bid bond, in the amount of 10% of the total bid, as supplied by United Fire & Casualty Company is in order and was submitted with the bid.  The project is subject to compliance with the City’s Project Labor Agreement as stated in the bid packet, and the bid amount reflects the same.

The anticipated timeline for this project is as follows:

Award of construction contract:                                           December 2023

Agreement executed by the City:                                          February 2024

Start of construction:                                                                                    March 2024

Completion of construction:                                                               May 2024

 

The project may experience delays depending on weather conditions, and staff may have to adjust the schedule accordingly. 

Staff is requesting City Council to award a Construction Contract to HZS Engineering Inc., for Project No. 919: Wilmington Avenue and 223rd Street Pull Box Access improvement for a not-to-exceed amount of $113,700.00 (Exhibit No. 3).

V.                     FISCAL IMPACT

None. Measure R funding in the amount of $298,215.90 was allocated in the FY 2023/24 5-Year CIP budget listed under Project No. PW919 in account 254-80-820-904-8009. The construction bid amount for this improvement project is $113,700.00 with a construction contingency in the amount of $11,370.00, representing 10% of the total construction bid. The total project cost including the 10% contingency is $125,070.00.
