REJECT ALL PROPOSALS FOR THE MANUFACTURING OF STORMWATER CHAMBERS, AND AUTHORIZE STAFF TO MODIFY THE SCOPE AND RE-ADVERTISE PROJECT NO. 1515: CARSON STORMWATER CAPTURE FACILITY AT CARRIAGE CREST PARK (CITY COUNCIL)

I.                     SUMMARY

The Carriage Crest Park Stormwater and Runoff Capture Project (Project No. 1515) is one of the projects in our Capital Improvement Program (CIP) currently in the design phase (Exhibit No. 1).  The project is entirely funded through a $13 million grant from Caltrans designed to assist the City in compliance with its storm water permit requirements.

On June 13, 2017, staff completed a Request for Proposal (RFP) seeking bids from experienced and qualified manufacturers to design, furnish, store, and deliver precast watertight concrete modular units in accordance with the plans and specifications prepared for Project No. 1515.

The RFP was advertised through Planet Bids and the Daily Journal from June 22, 2017 to July 19, 2017. Two bids were received and opened by the City Clerk on July 19, 2017.  Both bids were deemed non-responsive and incomplete.  Staff is recommending rejection of the proposals received, and seeking authorization to modify the scope and re-advertise the project in an effort to receive more competitive and responsive proposals.

 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     REJECT all proposals received for the manufacturing of stormwater chambers for Project No 1515: Carson Stormwater Capture Facility at Carriage Crest Park.

2.                     AUTHORIZE staff to modify the scope and re-advertise the Request for Proposals, in an effort to solicit more competitive and responsive proposals.

IV.                     BACKGROUND

The City of Carson is subject to extensive requirements to improve stormwater quality through its Municipal Separate Storm Sewer System (MS4) Permit. Stormwater runoff from the City drains to Dominguez Channel and Machado Lake, and the City has developed an Enhanced Watershed Management Program (EWMP) to address the permit requirements. Regional stormwater capture projects are a cornerstorne of EWMP implementation, and the proposed Carriage Crest Stormwater Capture project will greatly advance the City’s stormwater compliance efforts.

The Carson Stormwater and Runoff Capture Project site is located towards the south-westerly section of the City of Carson. The project will be located within Carriage Crest Park (Park), 23800 Figueroa Street in the City of Carson. The Park is bounded by Figueroa Street to the west, houses along Carriagedale Drive to the north, Color Spot Nursery to the east, and Sepulveda Boulevard to the south. The project will involve the pretreatment of stormwater from an existing storm drain system, the diversion of the stormwater to a subsurface storage reservoir located under the Park, and ultimately either discharging to the sanitary sewer for treatment at the Joint Water Pollution Control Plant (JWPCP) or returning to the storm drain system on an as needed basis.

Caltrans provided the City with $13 million in funding for the project.  On June 8, 2016, the City Council approved a Cooperative Implementation Agreement with Caltrans for Project No. 1515.

The City retained the professional services of the LA County Sanitation District to prepare the plans and specifications needed for the project, and to manage the construction of the project.  On July 19, 2016, the City Council approved a Stormwater Project Services Agreement with the County Sanitation District No. 2 of Los Angeles County (“County Sanitation”) for the design and construction of the project.

The plans and specifications have been partially completed (90%), and it is now time to solicit bids for the manufacturers for the design, fabrication, storage, and delivery of precast modular watertight storage system to be constructed under the park.  The project design will capture stormwater in an off-line cistern below the renovated ball field at Carriage Crest Park. The stormwater would then be treated and transferred to the nearby Joint Water Pollution Control Plant (JWPCP) operated by the County Sanitation Districts.

Working with the County Sanitation District, staff completed the RFP to solicit bids for the project (Exhibit No. 2). The RFP was advertised in the Daily Journal, and Planet Bids from June 22, 2017 to July 19, 2017. A mandatory pre-proposal conference was held at City Hall on June 29, 2017 and was attended by seven manufacturers. Sealed proposals were due on July 19, 2017. Two proposals were received and opened by the City Clerk:

Upon review of the proposals, staff determined that the proposals from StormTrap, LLC, and from Oldcastle Precast, Inc. were non-responsive because the bidders had not completed the pricing of several bid items, and misinterpreted the prevailing wage clause in the RFP, making the bid price significantly higher than the estimated precast manufacturing costs of $3,000,000.00.

The RFP is currently being revised by the City Attorney and the Project Team (City staff, consultants, and LA County Sanitation staff) in order to ensure the potential bidders are able to provide competitive and responsive proposals. 

Staff requests that the City Council reject all non-responsive proposals and authorize staff to modify the scope and re-advertise the RFP.

 

V.                     FISCAL IMPACT

Rejecting the proposals, modifying the scope and re-advertising the RFP has no impact on the general fund; as all associated costs are covered by the Caltrans funds.
