CONSIDERATION OF RESOLUTION NO. 23-079, AUTHORIZING THE EXECUTION OF A NEW GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS ANGELES (CITY COUNCIL)

I. SUMMARY
The City of Carson contracts with the County of Los Angeles for the provision of a variety of services not covered under specific operational agreements such as those required for sheriff, animal control and building and safety services. Every five years the county requires adoption of a resolution by the City Council authorizing the execution of a new General Services Agreement (GSA) (Exhibit No. 1). General services include sewer maintenance, traffic signal maintenance, bridge inspections and street light repairs. The current GSA will expire on June 30, 2023. Staff has reviewed the proposed new GSA for the period of July 1, 2023 to June 30, 2028, and recommends City Council approval.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 23-079, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE PERFORMANCE OF DESIGNATED SERVICES PROVIDED BY THE COUNTY OF LOS ANGELES UPON REQUEST IN THE CITY OF CARSON.”
2. AUTHORIZE the Mayor to execute the new General Services Agreement following approval as to form by the City Attorney.

1. DO NOT ADOPT Resolution No. 23-079.
2. TAKE another action the City Council deems appropriate. The City may employ other outside contractors to perform this work; however, costs could be higher and resource availability could be an issue depending upon the type of service needed.
IV. BACKGROUND
The Los Angeles County General Services Agreement has been executed with the majority of the cities in Los Angeles County and a number of public entities within the county in order to provide certain services at a cost-effective county rate.
The GSA authorizes the County to provide cities within the County of Los Angeles a vast range of general services including sewer maintenance, street light maintenance, bridge inspection and maintenance. The GSA also provides for tract map and parcel map approvals by the County Engineer. County engineers are designated under the State’s Subdivision Map Act as the sole approver of tract and parcel maps.
This particular GSA provides services on an as-needed basis. The scope of work under the GSA is defined in each specific service request sent to the County of Los Angeles, Department of Public Works. The GSA will not limit or mandate the City to use the county’s services in the aspects mentioned prior, rather, the Master GSA creates a mechanism by which these services are authorized and paid should the City require these services during the term of the contract. This agreement has no relationship to law enforcement, animal control, building and safety agreements with the County for such specific services.
The City has had a GSA with the County since incorporation. The current agreement will expire on June 30, 2023. The new agreement will be effective July 1, 2023, and will expire on June 30, 2028.
V. FISCAL IMPACT
There is no direct fiscal impact as a result of City Council’s approval of this agreement. The services provided by the County are budgeted in each division’s respective operation and maintenance allocation, based upon projected use.
