CONSIDER AWARDING A CONTRACT SERVICE AGREEMENT WITH CORKY'S PEST CONTROL, INC., TO PROVIDE INTEGRATED PEST MANAGEMENT AND PEST CONTROL SERVICES TO THE CITY OF CARSON (CITY COUNCIL)

I. SUMMARY
Since 2017, the Department of Public Works and the Department of Community Services/Park Maintenance has utilized a vendor to provide integrated pest management and pest control services to the City of Carson. This action was taken as there is currently limited staff to complete this task, and more importantly, a pest control professional has the knowledge and experience to both identify and respond to any infestation.
With the current contract nearing expiration, Request for Proposals (RFP) No. 24-011 was released on May 16, 2024, to seek proposals from qualified vendors to provide this service for City facilities, parks, and landscape areas. In response to the RFP, staff received five (5) proposals. After careful analysis and evaluation of the submissions, the staff is recommending that the City Council award a three-year contract, with the option of two (2) additional one-year extensions, to Corky’s Pest Control, Inc. in an amount not-to-exceed $154,638.00.
II. RECOMMENDATION

TAKE the following actions:
1. AWARD and APPROVE the proposed Contract Services Agreement, for a three-year term plus two (2) optional one-year extensions, to Corky’s Pest Control, Incorporated, to provide integrated pest management services to the City of Carson for a Contract Sum of $154,638.00 for the initial three-year term (Exhibit No. 3; “Agreement”); and
2. AUTHORIZE the Mayor to execute the Agreement, following approval as to form by the City Attorney.

IV. BACKGROUND
Due to the limited ability to perform extensive pest control work at City facilities at current staffing levels, the Department of Public Works and the Department of Community Services/Park Maintenance has relied on contract support to complete this task. This professional service is essential to ensure that any insect, rodent, and/or gopher infestation is eliminated or minimized. Some of the most common pests - rodents, ticks, and mosquitos - can also transfer diseases which can create health concerns for staff and residents. Equally important, a professional pest control technician has the training and experience needed to identify and effectively respond to whatever type of pest currently is infesting the city’s facilities.
On May 23, 2024, the City issued RFP No. 24-011 for integrated pest management and pest control services. The general scope of the monthly services included:
• City buildings: Monthly service treatments to control general pest, including common insects and rodents.
• Athletic fields: Monthly service treatments to control gophers and other related burrowing animals.
The RFP was advertised through PlanetBids and the Daily Journal and resulted in the receipt of five (5) proposals. Staff reviewed and evaluated the proposals based on the lowest responsive and responsible bidder standard of CMC 2610(i) and the criteria outlined in the RFP.
Staff determined that Corky’s Pest Control, Incorporated (“Corky’s”) was the lowest responsive and responsible bidder, with a bid amount of $46,860.00 per 12-month period (equivalent to $140,580 over the initial three-year term) for the regular services described in Section I of Exhibit “A” of the Agreement. The total not-to-exceed Contract Sum of the Agreement for the initial three-year term is $154,638.00, which includes a sub-budget of 10% for on-call services as described in Section II of Exhibit “A” of the Agreement. The City also has the option, in its sole discretion, of extending the contract for up to two (2) additional one-year terms at the same rates of compensation. A notice of intent to award the contract to Corky’s was issued on August 20, 2024.
Staff recommends that the City Council award the proposed Agreement to Corky’s to provide integrated pest management services to the City of Carson.
V. FISCAL IMPACT
Funds for this service were included in the adopted FY 2024/25 budget in Public Works Account No. 101-80-840-102-6004 and Community Services/Park Maintenance Account No. 101-90-970-105-6004.
