IV.                     BACKGROUND

On January 19, 2016, the City Council ordered that Measure C (being a ballot measure to extend the Carson utility users tax of 2% on electric and gas utilities by seven years) be placed on the June 7, 2016 ballot at a Special Municipal Election.

The Los Angeles County Registrar-Recorder/County Clerk (“RR/CC”) has released and affirmed that, the preliminary results of the June 7, 2016 Special Municipal Election in the City of Carson, on or about June 14, 2016, in regards to Measure C to extend the Carson Utility Users Tax, are:

                                          YES                     69.54%                      10,771

                                          NO                     30.46%                     4,719

The RR/CC still has a remaining 3,906 ballots to count (being 1,326 vote-by-mail ballots and 2,580 provisional ballots remaining to canvass for Carson). The RR/CC anticipates certifying the final election results on July 1, 2016. However, even if all 3,906 remaining ballots to count were cast as “no votes” on Measure C the measure will still overwhelmingly pass, given the margin of “yes votes” on or about June 14, 2016, is 6,052 more than the “no votes.”

These preliminary results of the canvass of the vote on Measure C are conclusive that more affirmative votes than negative votes were cast for Measure C, causing Measure C to carry and pass.

Resolution No. 16-078 has been prepared to affirm the preliminary results of the City of Carson Municipal Election held on Tuesday, June 7, 2016 and declare and determine that Measure C has carried and passed, because a majority of the voters, at the June 7, 2016 election voting on Measure C, voted in favor of Measure C.
