CONSIDER APPROVING TWO AGREEMENTS WITH THE SOUTH BAY WORKFORCE INVESTMENT BOARD (SBWIB), INC.: (1) AN AGREEMENT TO SERVE AS A LOS ANGELES COUNTY YOUTH@WORK PROGRAM WORKSITE; AND (2) AN AGREEMENT TO OPERATE AS A WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) PAID WORK EXPERIENCE PROGRAM WORKSITE AGENCY (CITY COUNCIL)

I.                     SUMMARY

The South Bay Workforce Investment Board, Inc. (SBWIB), is a 501(c)(3) non-profit corporation that administers employment and training programs through four One-Stop Business & Career Services centers located in Torrance, Carson, Gardena, and Inglewood. The organization serves the 11 cities of the South Bay Workforce Investment Area: Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Manhattan Beach, Redondo Beach, Lomita and Torrance.

Staff is seeking the approval of two agreements with the SBWIB; the first is for the City to serve as a Los Angeles County Youth@Work program worksite, and the second is for the City to operate as a Workforce Innovation and Opportunity Act (WIOA) Paid Work Experience Program worksite agency, for the benefit of youth participants.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     APPROVE the proposed Los Angeles County Youth@Work Worksite Agreement with South Bay Workforce Investment Board, Inc. (Exhibit No. 1).

1.                     2.                     APPROVE the proposed WIOA Paid Work Experience Program Worksite Agency Agreement with the South Bay Workforce Investment Board, Inc. (Exhibit No. 2).

3.                     AUTHORIZE the City Manager or his designee to execute both proposed agreements following approval as to form by the City Attorney.

IV.                     BACKGROUND

South Bay One-Stop Business & Career Centers Youth Services is operated under the oversight of the South Bay Workforce Investment Board, Inc. It receives federal funding under the Workforce Innovation and Opportunity Act (WIOA).  It offers an initiative called the Work Experience/Internship Program with the following goals:

                     Build and refine a strong work foundation and employment competencies.

                     Experience the discipline of work in order to develop a strong work ethic.

                     Gain an appreciation of the connection between work and learning, which is critical to a long-term attachment to and success in a rapidly changing labor force.

To receive WIOA employment and training services, youth and their family members must meet specific requirements:

                     Youth must be 14-24 years old and reside in the cities of Inglewood, Hawthorne, Lawndale, El Segundo, Carson, Gardena, Redondo Beach, Manhattan Beach, Lomita, Torrance, or Hermosa Beach

                     Meet income guidelines

                     Provide the required documents

There are a variety of different worksite assignments, such as Clerical Aide, Groundskeeper Aide, Library Aide, Maintenance Aide, Recreational Aide, Video Tech Aide, and Teacher’s Aide. Job duties are outlined in the training plan, which is developed for each participant.  Youth are matched to a worksite based upon their assessment results, past work experience (if any), expressed interest, and worksite availability.

There are two separate proposed SBWIB, Inc. agreements to be approved, as they relate to different programs with different funding sources. The Los Angeles County Youth@Work Worksite agreement will be in effect from the date of signature to June 30, 2027, unless earlier terminated. The WIOA Paid Work Experience Program Worksite Agency Agreement will be in effect from the date of signature to October 31, 2024, unless earlier terminated. Each agreement may be terminated by either party without cause at any time upon 10 days’ prior written notice. 

V.                     FISCAL IMPACT

There is no fiscal impact to the City.
