IV. BACKGROUND
The South Bay Cities Council of Government (SBCCOG) is a joint powers authority government agency of 16 cities and Los Angeles County that share the goal of maximizing the quality of life and productivity of the South Bay subregion of Los Angeles. South Bay cities and the county maintain the qualities and characteristics that make them unique and independent, while coming together collectively to address issues of common interest for a greater good. Its members are motivated by the collective vision of what the SBCCOG can do for our communities by working together to foster cooperation, collaboration, and innovation. Members cities include Carson, Gardena, Inglewood, Lomita, Manhattan Beach, Redondo Beach, Torrance, and the Harbor City/San Pedro/Wilmington communities of the City of Los Angeles, along with the unincorporated areas of the County of Los Angeles District 2 and 4.
Councilman Cedric Hicks was recently appointed to serve as 2023/24 Chair of the SBCCOG Board of Directors. Various regional agency events are held throughout the year, and as the chair, Councilmember Hicks would like to host some of those events at the Carson Event Center.
To facilitate his proposal, he is requesting that the agency receive a facility room reservation credit up to $2,500 from now through December 2024.
By definition, the SBCCOG events are not eligible for discount or fee waiver by the City Manager per the City of Carson Policy and Procedure Number 01.01.07 for City Co-Sponsored Events (Exhibit No. 1), as the events are intended for members of the SBCCOG only. Accordingly, only the City Council has authority to approve the requested fee waiver/credit.
V. FISCAL IMPACT
Should the City Council approve the request, the City would potentially not realize up to $2,500 in rental revenue from now through December 2024.
