RECOMMENDATION TO AWARD CONTRACT TO CSG CONSULTANTS, INC. FOR AS-NEEDED ON-CALL PLANNING SERVICES (CITY COUNCIL)

City Council approval is required to enter into an agreement with a firm for on-call planning services.

Recommendation
APPROVE the On-Call Planning Services agreement with CSG Consultants, Inc.
AUTHORIZE the Mayor to execute the agreements following approval as to form by the Counsel.

IV. BACKGROUND
The Planning Division (“Division”) will utilize the staff from CSG Consultants to provide core services to its customers. The use of consultants to supplement planning staff is necessary to maintain high levels of customer service, especially in light of the extraordinary amount of planning activity underway and expected in the future. In the area of planning services, the consultant firm will provide contract staff to process development applications such as design review and conditional use permits. The use of consultants benefits the Division and its customers by ensuring responsive and timely services, while simultaneously providing the Department with the flexibility it needs to meet fluctuations in workload on an as-needed basis.
A Request for Proposals (“RFP”) was advertised on the City’s website on August 25, 2016, advertised on the American Planning Association website on September 1, 2016, and emailed to 23 companies that provide planning services. Six proposals were received on September 26, 2016.
A selection committee reviewed the proposals and evaluated each firm on the criteria set forth in the RFP. Three firms were identified as having the expertise required to provide the planning services required by the City and were interviewed. The committee determined that CSG Consultants, Inc. (Exhibit No. 1) is the most qualified based upon the criteria specified in the RFP and the interviews.
V. FISCAL IMPACT
The not-to-exceed amount requested for the consultant is $100,000 annually for the three year contract. The costs of the consultant services are assumed by project applicants through the Planning Application Deposit Program; consequently, there is no direct impact to the City’s General Fund.
