CONSIDER AN AWARD OF A CONTRACT SERVICES AGREEMENT TO RON'S MAINTENANCE, INC. TO PROVIDE CATCH BASIN CLEANING SERVICES CITYWIDE

I.                     SUMMARY

On August 24, 2023, the City of Carson (City) issued a Request for Proposals (RFP) No. 23-029 for a three-year maintenance services agreement to clean catch basins within City boundaries. Six bids were received, and staff determined Ron’s Maintenance, Inc. to be the most qualified and lowest responsive and responsible bidder with a total bid in the amount of $203,385.00 per year for the next three years, plus as-needed catch basin stenciling of $19,370.00 per year, for a total not-to-exceed contract sum of $668,265.00 (Exhibit No. 1).  Staff is requesting that the City Council award a three-year Contract Services Agreement for citywide catch basin cleaning in an amount not to exceed $668,265.00. (Exhibit No. 2).

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     AWARD a Contract Services Agreement to Ron’s Maintenance, Inc. for the cleaning of catch basins citywide, in the amount of $203,385 per year for the next three years, plus as-needed catch basin stenciling of $19,370 per year, for a total not-to-exceed contract sum of $668,265, with City options to extend the contract for an additional three years at the City's sole discretion.

2.                     AUTHORIZE the Mayor to execute the Contract Services Agreement with Ron’s Maintenance Inc. following approval as to form by the City Attorney.

2.                     TAKE another action City Council deems appropriate consistent with the requirements of the law.

 

IV.                     BACKGROUND

The National Pollutant Discharge Elimination System (NPDES) permit requires the city to implement measures that minimize the amount of trash and litter that enter its water bodies.  Trash and debris are a concern because pollutants that find their way into city catch basins and the storm drain system through nuisance flows and storm events can end up in the city’s channels and creeks, and ultimately in the ocean.  In addition, other pollutants may adhere to the trash and litter including sediment, bacteria, organic matter, nutrients, and pesticides, which have the potential to adversely impact receiving waters and uses.

Under the NPDES Permit No: CAS004004, Article VIII, Section H.6, Storm Drain Operation and Management, the city is required to maintain 1,937 existing storm drain catch basins within its boundaries (Exhibit No.3).  These catch basins are required to be regularly inspected and cleaned to ensure proper operation of the drainage system and protect water quality. To comply with this requirement, the city will clean the catch basins a minimum of three times a year.

On August 24, 2023, staff issued an RFP No. 23-029 for catch basin cleaning service.  On September 6, 2023, proposals were received by the City Clerk (Exhibit No.4).  Proposals were reviewed and ranked by Public Works engineering staff. The proposals were ranked as follows:

Based on the proposals received, Ron’s Maintenance, Inc. was determined to be the lowest, most qualified, responsive and responsible bidder.  Ron’s Maintenance, Inc. is a contractor licensed by the State of California, and a responsible bidder under the State law. The contractor’s references have been checked, and it has been verified that the contractor has previously completed similar projects in an acceptable manner. Based on the above information, staff is requesting that the City Council award a Contract Services Agreement to Ron’s Maintenance, Inc. for three years for an amount not to exceed $668,265.00.

 

V.                     FISCAL IMPACT

None. The annual cost for provision of this service is $203,385 per year, plus the $19,370 cost for as-needed catch basin stenciling.  The total cost for the three-year contract term is $668,265. Funds for year 1 for this item were included in the FY2023-24 NPDES budget in account 101-80-820-285-6004.
