CONSIDER APPOINTMENTS TO THE COMMISSIONS, COMMITTEES AND BOARDS BY MAYOR AND CITY COUNCIL (CITY COUNCIL)

 

Body

I.                     SUMMARY

This item is on the agenda at the request of Mayor Robles to continue to consider and appoint new commissioners, committee and board members in accordance with the Carson Municipal Code (CMC).

On February 1, 2017, staff notified the City Clerk that Anacleto Turda passed away, thereby, creating a vacancy on the Public Safety Commission.

On February 2, 2017, staff notified the City Clerk that Ken Phillips resigned from the Economic Development Commission, thereby, creating a vacancy on the commission.

On February 7, 2017, the following appointments and removals were made:

Isabel Jauregui, Alternate Member No. 3, was vacated from the Bullying Prevention Commission, thereby, creating a vacancy on the commission;

Betty Addison was appointed to the Public Relations Commission, thereby, creating a vacancy on the Women’s Issues Commission, Alternate Member No. 2 position;

MacArthur Valbuena was appointed to the Public Safety Commission, thereby, creating a vacancy of the Public Works Commission, Alternate Member No. 1 position;

Del Huff was vacated from the Women’s Issues Commission due to her previous appointment to the Human Relations Commission, thereby, creating a vacancy on the Women’s Issues Commission;

Darlene Lott was vacated from the Cultural Arts Commission due to her previous appointment to the Senior Citizens Advisory Commission, thereby, creating a vacancy on the Cultural Arts Commission.

Nora Momoli was vacated from the Human Relations Commission due to her previous appointment to the Utility Users Tax Citizens Budget Oversight Committee, thereby, creating a vacancy on the Human Relations Commission; and

Rodney Warner was vacated from the Mobilehome Park Rental Review Board due to his appointment to the Technology Advancement and Innovation Commission, thereby, creating a vacancy on the Mobilehome Park Rental Review Board.

On February 8, 2017, Nolando Sermonia notified the City Clerk that he resigned from the Public Works Commission, thereby, creating a vacancy on the commission.

On February 13, 2017, Myrna Sales notified the City Clerk that she declined her appointment to the Beautification Commission, thereby, creating a vacancy on the commission.

On February 14, 2017, Kenneth Jones notified the City Clerk that he resigned from the Veterans Affairs Commission, thereby, creating a vacancy on the commission.

On February 16, 2017, staff notified the City Clerk that Audrie Echnoz resigned from the Bullying Prevention Commission, thereby, creating a vacancy on the commission.

On March 1, 2017, staff notified the City Clerk that Stephen Straub resigned from the Economic Development Commission, thereby, creating a vacancy on the commission.

All posting requirements have been satisfied to fill the vacancies created on the Economic Development Commission, Public Safety Commission, Bullying Prevention Commission, Women’s Issues Commission, Public Works Commission, Cultural Arts Commission, Human Relations Commission, Mobilehome Park Rental Review Board, Veterans Affairs Commission, and Beautification Commission, with the exception of the vacancy created on the Economic Development Commission in which the application closing date is March 21, 2017.

 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     Continue the Mayor’s CONSIDERATION, APPOINTMENTS, or REAPPOINTMENTS of members to the Commissions, Committees, and Boards in accordance with the Carson Municipal Code with the term ending November 30, 2018 (except for Youth Commissioners).

TAKE another action the City Council deems appropriate.

 

IV.                     BACKGROUND

The City of Carson conducted its General Municipal Election on November 8, 2016.  In general, with the exception of approximately five Commission, Committee, and Boards, most of the CCBs rely on the Carson Municipal Code which states (in part) that Commission members appointments, “…shall expire at midnight on the last day of the calendar month in which the next general election after the member’s appointment…”  Therefore, the majority of the CCB members have a term ending November 30, 2018.

 

In an effort to align the five CCB’s that currently have different terms pursuant to resolution or code, Mayor Robles vacated some of the appointees which were unanimously ratified by the City Council on November 14, 2016.

 

On November 16, 2016, the City Clerk’s Office posted a Special Notice of Unscheduled Vacancies with an application deadline of November 30, 2016.  The City Clerk provided Mayor Robles and the City Council with all applications received for review, consideration and/or appointment in January, 2017.

On January 25, 2017, Mayor Robles appointed individuals to the commissions, committees, and boards.

On February 7, 2017, Mayor Robles appointed individuals to the commissions, committees, and boards.

All commissioners, committee and board members and interested individuals were invited to submit a Commission, Committee or Board Appointment Application for consideration in which copies were provided to the Mayor and City Council under separate cover.

 

V.                     FISCAL IMPACT

Funds for commission and board member compensation are included in the respective department accounts in the adopted FY 2016/17 budget.
