IV.                     BACKGROUND

The Political Reform Act of 1974, California Government Code §§ 81000 et seq., requires the Carson Reclamation Authority (“Authority”) adopt a Conflict of Interest Code and make amendments as and when appropriate and the California Fair Political Practices Commission has adopted a regulation, 2 California Code of Regulations Section 18730, which contains the terms of a standard conflict of interest code, and this code may be incorporated by reference.

The Carson Reclamation Authority adopted a Conflict of Interest Code (CoIC) at a Public Hearing on October 20, 2015.  The Authority is also subject to the Los Angeles County Board of Supervisors’ oversight with respect to adoption of its conflict of interest code and must, therefore, submit its conflict of interest code for their approval.  The CoIC was forwarded to the County of Los Angeles Board of Supervisors for ratification.  The Board of Supervisors approved the CoIC on September 6, 2016.  The effective date of the CoIC is September 7, 2016.

The CoIC must be readopted after the Board of Supervisors’ approval.  The following are the designated reporting positions of the CRA and must file Form 700 Assuming and/or Annual Statements:

                     Board Members

                     Treasurer

                     Board Attorney

                     Executive Director
