I. SUMMARY
This item is an amendment to a Contract Services Agreement with the demographer undertaking the City’s 2022 Redistricting process to accommodate four (4) additional in-person community workshops requested by the City Council on February 1, 2022. The schedule of those meetings is at the end of this report.II. RECOMMENDATION

1. APPROVE Amendment No. 1 to a Contract Services Agreement with Bear Demographics & Research, LLC in the amount of $6,000.
2. AUTHORIZE the Mayor to execute the Amendment.

IV. BACKGROUND
In 2021, the City undertook the process of selecting a demographer to provide the City technical assistance for the required City Council District Redistricting process, which occurs every ten years upon the release of decennial census data by the U.S. Census Bureau.
The City issued a Request for Proposals and Bear Demographics & Research, LLC was selected as the demographer. The basic scope of the proposal was to produce and analyze draft maps for the community and City Council to review and attend the noticed public hearings and make presentations at a number of community workshops.
As an effort to increase transparency and increase community engagement the City Council increased the number of public workshops held in City parks to eight, of which four (one in a park in each of the City Council districts) were to be attended by the demographer, Andrew Westall, and the others conducted by staff. In the Fall, it was anticipated these January and February meetings would be in-person workshops. Except for the first two held in early January, however, these workshops have been moved to virtual meetings on Zoom and cable TV because of the surging Omicron variant of the coronavirus and LA County Department of Health orders limiting in-person meetings.
At the February 1 City Council meeting, the City Council expressed a desire to receive more community input and suggested a District Town Hall format, with a hybrid format with an in-person format (with the demographer, staff, and members of the public) supplemental by being broadcast through Zoom. These additional meetings will be held on two successive Saturdays. The schedule of these “Town Hall” workshops is as follows:

These additional meetings are outside the scope of the existing agreement, and so an amendment to the contract is necessary. The cost is $1,500 per meeting or a total of $6,000.
V. FISCAL IMPACT
The cost of the additional services is $6,000. This will be covered by the City Manager’s Office Professional Services Account.
