AMENDMENT NO. 2 TO THE AGREEMENT WITH DYETT & BHATIA, URBAN AND REGIONAL PLANNERS FOR PLANNING SERVICES (CITY COUNCIL).

I. SUMMARY
In June 2017, the City entered into an agreement with Dyett & Bhatia, Urban & Regional Planners to provide planning services to update the General Plan and Zoning Ordinance, (Exhibit 1). Staff is recommending City Council approve Amendment No. 2 increasing the contract by $196,970.00 from $1,175,194.00 to $1,372,164.00, (Exhibit 2). Community Services will fund $74,580.00 and Community Development will fund $122,390.00. The proposed work will be implemented in two phases.
The first phase focuses on the evaluation of the Carson Circuit service. The City has provided Carson Circuit routes for decades but no formal evaluation has ever been conducted. The purpose of the evaluation is to detail how the current service meets or does not meet the transportation needs of the community, and set a baseline against which future changes in service provision are evaluated. This is typically called a “Comprehensive Operations Analysis” (COA) and is an important process for defining what benefits transportation services can provide in the City.
The second phase outlines an SB 743 implementation approach through the General Plan to provide valuable information and integrate a Vehicle Miles Traveled (VMT) approach into the City’s transportation analysis guidelines, TDM program, and Circulation Element. F&P will provide knowledge and insight along the way to allow the City to facilitate a transition to VMT as its primary transportation impact metric for CEQA analysis, marrying the State’s objectives to encourage transportation-efficient development with the City’s own goals and objectives.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE Amendment No. 2 to the agreement with Dyett & Bhatia, Urban and Regional Partners.
2. AUTHORIZE the Mayor to execute the agreements following approval as to Form by the City Attorney.
3. WAIVE further reading and ADOPT Resolution No. 20-025, “A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2019-20 BUDGET IN THE TRANSPORTATION DIVISION FOR A COMPRHENSIVE OPERATIONS ANALYSIS OF THE CARSON CIRCUIT”

IV. BACKGROUND
The City and Consultant entered into that certain Agreement for Contractual Services dated June 6, 2017 (“Agreement”) whereby Consultant agreed to provide Planning Services to help the City Update the General Plan and the Zoning Ordinance. Phase 1 of the increased contract sum will allow the City to evaluate the Carson Circuit mservice. The purpose of the evaluation is to detail how the current service meets or does not meet the transportation needs of the community, and set a baseline against future changes in service provisions are evaluated.
Phase 2 of the contract outlines California Senate Bill (SB) 743 implementation approach through the General Plan to integrate a Vehicle Miles Traveled (VMT) approach into the City’s transportation analysis guidelines, Transportation Demand Management program, and Circulation Element. Governor Brown signed SB 743, which creates a process to change the way that transportation impacts are analyzed under CEQA. Specifically, SB 743 requires the Governor’s Office of Planning and Research to amend the CEQA Guidelines to provide an alternative to LOS for evaluating transportation impacts. Particularly within areas served by transit, those alternative criteria must “promote the reduction of greenhouse gas emissions, the development of multimodal transportation networks, and a diversity of land uses.” (Public Resources Code Section 21099(b)(1).)
V. FISCAL IMPACT
The scope of work for the original contract did not include evaluating the Carson Circuit and SB 743 implementation proposed in this amendment. The cost to complete the scope of work for amendment No. 2 is $196,970.00 and funds have been budgeted for FY 2019/20 for contract services. Community Development will fund $122,390 from account number 101-70-780-290-6004 and Community Services will fund $74,580 to be appropriated to Proposition C account number 219-90-940-180-6004. The current fund balance in the Proposition C fund is $833,499.
