CONSIDER RESOLUTION NOS. 22-247, 22-251 AND 22-255 INCREASING THE MINIMUM WAGE FOR CITY OF CARSON EMPLOYEES PURSUANT TO CALIFORNIA STATE LAW  AND AMENDING THE FISCAL YEAR 2022-23 BUDGET DUE TO THE INCREASE (CITY COUNCIL)

I.                     SUMMARY

This item is to approve increasing the hourly minimum wage for City of Carson part-time employees, mandated by California law, which requires a one-time increase to the State minimum wage from $15.00 per hour to $15.50 per hour, by January 1, 2023.

Resolution No. 22-247 (Exhibit No. 1) and Resolution No. 22-251 (Exhibit No. 2) are being presented to the City Council for consideration. The adoption of these resolutions would increase the minimum wage for City of Carson part-time employees from $15.00 to $15.50 per hour.  There are also increases to the steps of the affected salary ranges.

 

II.                     RECOMMENDATION

Recommendation

1.                     WAIVE further reading and ADOPT Resolution No. 22-247, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON CALIFORNIA, AMENDING THE SALARY RANGES FOR UNCLASSIFIED, PART-TIME, UNREPRESENTED, HOURLY CLASSIFICATIONS TO INCREASE THE HOURLY MINIMUM WAGE TO $15.50, EFFECTIVE JANUARY 1, 2023.

 

2.                     WAIVE further reading and ADOPT Resolution No. 22-251, “A RESOLUTION OF THE CITY COUNCIL CITY OF CARSON CALIFORNIA, AMENDING THE SALARY RANGES FOR AFSCME 809 UNCLASSIFIED, PART-TIME, HOURLY CLASSIFICATIONS TO INCREASE THE HOURLY MINIMUM WAGE TO $15.50, EFFECTIVE JANUARY 1, 2023.”

 

3.                     WAIVE further reading and ADOPT Resolution No. 22-255, “RESOLUTION OF THE CARSON CITY COUNDIL AMENDING THE FISCAL YEAR 2022-2023 BUDGET, IN VARIOUS DEPARTMENTS, FOR THE ADJUSTMENT OF SALARIES OF THOSE AFFECTED DUE TO THE INCREASE IN THE CALIFORNIA STATE MINIMUM WAGE.”

III.                     ALTERNATIVES

The City Council may take any other action deemed appropriate.

 

IV.                     BACKGROUND

On July 27, 2022, the State of California Director of the Department of Finance certified that based on the annual inflation rate from 7/1/21-6/30/22, under Labor Code section 1182.12(c)(3)(A), the state hourly minimum wage must be increased, effective January 1, 2023, to $15.50 an hour (regardless of the number of workers employed by an employer).

This increase affects six part-time salary ranges.  The change also resulted in the need to increase each step in the range by 2.5% for unrepresented and 5% for AFSCME represented.

At this time the City must take action to abide by this State Law and approve an increase to six salary ranges.

 

V.                     FISCAL IMPACT

The annual fiscal impact is $136,613.07 to the General Fund Reserve due to the minimum wage increases.
