CONSIDER MULTIPLE RESOLUTIONS TO ACCEPT HAZARD MITIGATION GRANT PROGRAM FUNDS FROM FEMA THROUGH CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES AND AMENDING THE AMENDING THE FISCAL YEAR 2022-2023 BUDGET TO REFLECT THE INCREASED REIMBURSABLE EXPENDITURE

I. SUMMARY
The City of Carson through its Emergency Services Manager applied for Hazard Mitigation Grant Program (HMGP) funds with the California Governor’s Office of Emergency Services (CalOES) to augment the costs necessary to update the City of Carson’s Hazard Mitigation Plan. On August 24, 2022, the City received a Notification of Sub-application approval (Exhibit 1) for a total project cost of $90,994.00. The federal share at 75 percent amounts to $68,245.50, with a remaining 25 percent City Share of $22,748.50. Furthermore, the city is being awarded $2,620.58 in Subrecipient Management Costs.
Being that the grant application comprised an estimated amount, the total project cost is expected to increase to $99,833.00. As a result, a grant amendment and a budget amendment may be expected in FY22-23.
Staff is now requesting City Council to accept these grant funds and approve the City share of $22,748.50 for the City to proceed with the update of the City’s 2013 Hazard Mitigation Plan by adopting Resolution numbers 23-004 and 23-022.
II. RECOMMENDATION
Recommendation
WAIVE further reading and ADOPT the following Resolutions:
1. Resolution No. 23-022, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ACCEPTING A $70,866.08 IN GRANT FUNDS FROM THE CALIFORNIA GOVERNOR’S OFFICE OF EMERGENCY SERVICES, AS A SUB-RECIEPIENT OF A FEMA HMPG GRANT.”
2. Resolution No. 23-004, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE FISCAL YEAR 2022- 2023 BUDGET TO ACCEPT THE HAZARD MITIGATION GRANT FUNDS FOR THE UPDATE OF THE HAZARD MITIGATION PLAN.”

IV. BACKGROUND
On March 2, 2021 the City Council adopted Cal OES Form 130 - “Designation of Sub-recipient’s Agency Resolution Hazard Mitigation Grant Program (HMGP) and Pre-Disaster Mitigation Program” authorizing City staff to execute for and on behalf of the City of Carson, an application and to file with CalOES for the purpose of obtaining certain federal financial assistance under Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act. City Council.
On August 24, 2022, staff received the “Notification of Sub application Approval Hazard Mitigation Grant Program FEMA-4558-DR-CA, Project #PL0412, FIPS #037-11530, Supplement #36” from CalOES. The City’s sub-award application was approved in the amount of $68,245.50. In addition, staff also received the “Notification of Approval for Subrecipient Management Cost funding in the amount of $2,620.58. Total federal obligation is $70,866.08.
Following a Request for Proposal (RFP) bidding process to update the 2013 Hazar-d Mitigation Plan (HMP), the HMP project is now estimated to cost $99,833.00. As a result, staff will request from CALOES a grant application amendment to increase the approved grant funding amount.
Staff is now requesting City Council to accept the current grant award in the amount of $70,866.08 and authorize staff to expend the grant funds as recommended.
V. FISCAL IMPACT
If City Council approves staff recommendations, the Fiscal Year 2022-2023 adopted budget will be amended to appropriate $70,866.08 to 207-55-595-138-6004- (HMG Professional Services), and expenses will be reimbursed by grants and proceeds booked to account 207-99-999-999-4511 for the City’s Hazard Mitigation Plan.
