CONSIDER APPROVING AMENDMENT NO. 2 TO THE CONTRACT SERVICES AGREEMENT WITH T&G GLOBAL, LLC, DBA ST. NICK'S CHRISTMAS LIGHTING AND DÉCOR, TO AUTHORIZE HOLIDAY DECORATION ENHANCEMENTS FOR THE 2024 WINTER HOLIDAY SEASON (CITY COUNCIL)

I. SUMMARY
On October 3, 2023, the City Council approved a three-year Contract with T&G Global LLC, dba St. Nick’s Christmas Lighting and Décor, to provide holiday decoration services at City Hall, the Carson Event Center, and select City streets for an annual cost of $157,894.00, or a not-to-exceed total contract sum of $473,682.00 (Exhibit No. 1). On November 21, 2023, the City Council approved Amendment No. 1 which authorized additional decoration enhancements for the 2023 holiday season at a cost of $48,525.00 (Exhibit No. 2). For the 2024 holiday season, the proposed Amendment No. 2 would authorize holiday decoration enhancements at an additional cost of $49,056.00, resulting in an amended total not-to-exceed Contract Sum of $571,263.00 (Exhibit No. 5).
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE Amendment No. 2 to the Contract Services Agreement between the City of Carson and T&G Global, LLC, dba St. Nick’s Christmas Lighting & Décor, that would authorize holiday decoration enhancements for the 2024 winter holiday season at a cost of $49,056.00 (Exhibit No. 5; “Amendment No. 2”); and
2. AUTHORIZE the Mayor to execute Amendment No. 2, following approval as to form by the City Attorney.

IV. BACKGROUND
On June 29, 2023, the City of Carson issued Request for Proposals (RFP) No. 23-022 for holiday decorating services at City Hall, the Carson Event Center, and select City streets. These services included complete installation and removal of all holiday décor. Once the formal bidding process and extensive review of all proposals was completed, T&G Global, LLC, dba St. Nick’s Christmas Lighting and Décor (“St. Nick’s”), was selected as the most qualified vendor based on relevant experience, reputation, staff credentials, project understanding, service capability, capacity to deliver, past performance, and prior work with the City. The term of the contract was for three (3) years, with two (2) optional one-year extensions, for a not-to-exceed annual cost of $157,894.00, or a total not-to-exceed contract sum of $473,682.00. The contract was approved at the October 3, 2023, City Council meeting (Exhibit No. 1).
On November 21, 2023, City Council approved Amendment No. 1 (Exhibit No. 2), which authorized decoration enhancements within the scope of the RFP for the 2023 winter holiday season. Approval of Amendment No. 1 was at an additional cost of $48,525.00, resulting in an amended total not-to-exceed Contract Sum of $522,207.00.
For the 2024 holiday season, decoration enhancements are being proposed as detailed in St. Nick’s’ 2024 winter holiday season enhancements addendum (Exhibit No. 3). These additions are also within the scope of the RFP under the separate holiday decoration enhancements addendum, as detailed in Recital D of the draft Amendment No. 2. The proposed enhancements for the 2024 holiday season include the following:
• Carson Event Center: Lighted “Happy Holidays” sign, lighted bow, tree enhancements, ornament bench, and seated Santa in sleigh
• Civic Center Bridge: Six (6) archways and lighted “Happy Holidays” sign
• City Hall: Stair garland, tree bows, planter lights, and tree enhancements
• Carson Street and Avalon Boulevard: Lighted tree wraps
The proposed cost of the enhancements for the 2024 winter holiday season is itemized in Exhibit No. 4 and the draft Amendment No. 2.
Amendment No. 2 is being presented for approval of the proposed 2024 winter holiday season decoration enhancements for an additional cost of $49,056.00, which would result in a revised total not-to-exceed Contract Sum of $571,263.00.
V. FISCAL IMPACT
Funds for this service were included in the adopted FY 2024 - 2025 budget in Account No. 101-90-930-101-6004.
