CONSIDER AN UPDATE ON THREE RESIDENTIAL DEVELOPMENT PROJECTS IN THE CITY (CITY COUNCIL)

I.                     SUMMARY

At a recent meeting, the City Council requested staff to provide an update on three residential development projects throughout the City.  These development projects include Veteran’s Village of Carson by Thomas Safran and Associates, Carson Arts Colony by Meta Housing and the Union South Bay by the Wolff Companies.  All three projects are currently under construction.

IV.                     BACKGROUND

The following information has been provided either by the developer or from their website.

Veteran’s Village of Carson

The mixed use project includes 51 affordable units for veterans of the United States Armed Forces, along with 2,500 square feet of commercial on the ground floor within the 4-story building.  The project is on track for completion in late summer 2019. The developer’s management team is currently in lease-up for the affordable units.  In addition, they are working with the Veteran’s Administration on an agreement for 15 of the units to become Permanent Supportive Housing units for veterans.

 

 

Carson Arts Colony

Currently under construction and expected to be completed in August of 2019. The developer is expecting to start the leasing and tenant selection process in April, with application workshops for the artists.  In addition, they will work separately with the LA County Department of Health to identify individuals and/or families who would occupy the 10 units set aside for those at risk of homelessness.

Carson Arts Colony is a 46-unit affordable apartment community for artists and families.  The arts-centric new development will feature an on-site professional-scale art gallery, which will showcase resident artwork, large artist and maker studio spaces, artistic work areas with shared art tools and materials, and a kiln for pottery.

In addition to these art features, Meta Housing has partnered with service coordinator, EngAGE, who will provide a host of free art classes to residents including painting, photography, writing, and computer-based arts, among others.  Carson Arts Colony will offer one-, two-, and three-bedroom floorplans and will be constructed to Green Point rated standards.  The property is planned to feature a picnic area, edible container garden, on-site gym and laundry room, a large courtyard, a spacious community room, a kids play area, and bicycle storage.

Union South Bay

The Union South Bay includes 357 residential units within four-and five-story buildings, one with subterranean parking and the other wrapping the concrete parking structure. The larger building will also house approximately 30,000 square feet of retail fronting Avalon Boulevard and Carson Street.  The smaller building will house the leasing center and most of the amenities. Amenities include a fitness center, pool area, community lounge, rooftop courtyard on top of the parking garage(s), dog park/spa and bike repair areas. Expected completion date for the West Building A (along Carson Street) is October 2019 and for Building B (Along Carson Street and Avalon) is January 2020.  The commercial spaces are expected to be completed February 2020.  The developer intends to have increased marketing efforts for the commercial spaces including tours for interested tenants as the buildings take more shape and take on their finished form, and hopes to have tenants identified by this summer.
