CONSIDERATION OF RESOLUTION NO. 24-061, TO CREATE PREFERENTIAL PERMIT PARKING ZONE "H" ON THE NORTH SIDE OF SHADWELL STREET FROM FIGUEROA STREET TO CAROLDALE AVENUE AND PORTIONS OF CAROLDALE AVENUE, AND REGULATING PARKING WITHIN THE ZONE (CITY COUNCIL)

I. SUMMARY
On February 12, 2024, a preferential parking zone petition was received from a representative of the residential neighborhood located on Shadwell Street, between Figueroa Street and Caroldale Avenue (Exhibit 1, Location map and Exhibit 2, Aerial view of existing conditions).
Article III, Chapter 2.5 of the Carson Municipal Code (CMC) titled “Preferential Parking Zones” (Exhibit 3) states that the City of Carson has the authority to create permit parking zones if necessary to alleviate serious problems in certain residential areas of the city where the parking of vehicles on streets by nonresidents of the immediate area has resulted in neighborhood decline.
CMC Section 32502 sets out the procedure for preferential parking zone requests. The petition that was received by Public Works followed the procedure set out by CMC and meets the requirement for minimum number of signatures. A parking utilization survey was conducted on Saturday, March 9, 2024 and Tuesday, March 12, 2024. During the utilization study, approximately 81% of on-street spaces were occupied by a vehicle.
The Public Works Commission held a public hearing on May 13, 2024, and now the Commission is recommending approval of the permit parking zone on the north side of Shadwell Street between Figueroa Street and Caroldale Avenue and on the east side of Caroldale Avenue for the southernmost 100 feet of the 22400 block, to prohibit parking on all days between the hours of 4:00 p.m. and 8:00 a.m. unless a city-issued permit is displayed on the vehicle. Resolution 24-061 would establish the requested preferential parking zone (Exhibit No. 4).

IV. BACKGROUND
Chapter 2.5 of the Carson Municipal Code (CMC) titled “Preferential Parking Zones” (Exhibit 3) states that the City of Carson has the authority to create permit parking zones if necessary to alleviate serious problems in certain residential areas of the city where the parking of vehicles on streets by nonresidents of the immediate area has resulted in neighborhood decline. The zones are intended to alleviate problems at locations where the parking situation results in the inability of residents to park their vehicles reasonably close to their residences. To initiate the proceedings for the establishment of a permit parking zone, a petition must be submitted containing the signatures of at least 60 percent of the residents of all units of occupancy fronting the curbs proposed to be included in the zone. According to the provisions outlined in the code section 32502.2, a permit parking zone will be considered if more than 75 percent of the on-street spaces are occupied by a vehicle, and if the zone constitutes a self-contained area of parking supply and demand.
On February 12, 2024, a preferential parking zone petition was received from a representative of the residential neighborhood located on Shadwell Street, between Figueroa Street and Caroldale Avenue (Exhibit 1, Location map and Exhibit 2, Aerial Photo). Of the eleven homes fronting Shadwell Street on the north side of the street between Figueroa Street and Caroldale Avenue, representative signatures were collected from nine homes. These signatures represent 82% of the study area, and therefore, Shadwell Street between Figueroa Street and Caroldale Avenue have enough signatures to be eligible for a permit parking program.
On the south side of Shadwell Street, there are homes that are within a private development. These homes do not have Shadwell Street addresses, and each home has parking for two cars in their garage. However, if residents of these homes have more than two cars, they often park these on Shadwell Street. The proposed permit parking zone would not prohibit residents in these homes to continue to park on Shadwell Street, as the proposed permit parking zone does not restrict parking on the south side of the street.
After it was established that the number of signatures was sufficient for the study area, an analysis was conducted to determine if the technical criteria were satisfied to justify a permit parking zone according to Section 32502.2 of the CMC. There are two primary criteria for the evaluation: (1) if there is a high parking demand, defined as having more than 75 percent of the on-street spaces occupied during the days and hours proposed for the restriction, and (2) if the zone is a self-contained area of parking demand and supply.
To evaluate the first criterion, parking utilization counts were taken on Saturday March 9, 2024 and Tuesday March 12, 2024 throughout the day to quantify what percentage of the 32 available parking spots were occupied on Shadwell Street between Figueroa Street and Caroldale Avenue. The results of the parking survey are summarized in Table 1. An average of the parking utilization is provided along with a weekly equivalent weighted average (WEA) which gives two times weight to measurements on Saturday to reflect weekend conditions and five times weight to measurements on Tuesday to reflect weekday conditions.

As the threshold for justifying a permit parking program is 75 percent, the table indicates that the program would be justified during the petition time frame of 4:00 p.m. - 8:00 a.m. but would not be justified during the times of 8:00 a.m. - 4:00 p.m. It is recommended, therefore, that the permit program should be applicable to the time period every day beginning at 4:00 p.m. and ending at 8:00 a.m.
With regard to the second criterion, the CMC states that a permit parking zone should constitute a self-contained area of parking demand and supply, which is defined as “an area of sufficient size to allow for resident parking, using boundaries such as major streets, nonresidential land uses, transition to higher or lower density residential areas, and water bodies and other natural features.” Figueroa Street to the west and the Caroldale Learning Community school to the east provide boundaries to the parking area. The requested permit parking zone would, therefore, be consistent with the CMC requirement that the zone should constitute a self-contained area.
If Resolution No. 24-061 is adopted, this segment of Shadwell Street and Caroldale Avenue will become Preferential Permit Parking Zone “H.” A city-wide map showing the locations of existing preferential permit parking zones is included as Exhibit 5. Detailed views of each of the existing preferential permit parking zones A-G are included as Exhibit 6.
V. FISCAL IMPACT
The estimated cost to establish the preferential parking zone and implement the permit parking program is approximately $6,000.00. This expense includes installation of signs and setup, with some costs being recovered through permit fees collected from residents. The Business License department will handle permit issuance, with the current fee structure set at $60.00 for registration and $20.00 per vehicle decal. Please note that these fees may be adjusted at the staff’s discretion. As per municipal code 32502.2, residents will reimburse the City for these costs. Funding for sign installation is available in the Public Works Sign Maintenance budget (account no. 101-80-840-280-6009). Permit fees will cover the associated costs, unless waived by the City Council. Additionally, revenue may be generated through parking citations.
