CONSIDER APPROVAL OF THE FORMATION OF AN AD HOC COMMITTEE TO ASSIST THE LOS ANGELES COUNTY SHERIFF’S DEPARTMENT WITH CONDUCTING INTERVIEWS FOR THE NEXT CAPTAIN OF THE CARSON STATION (CITY COUNCIL)

I.                     SUMMARY

The Los Angeles County Sheriff’s Department (the “LASD”) has requested the City participate in the process for selecting the next Captain of the Carson Sheriff Station. The current Captain of the Carson Station has been promoted to the position of Acting Commander overseeing three patrol stations.

The LASD has suggested a panel of five interview panel members, including four representatives for the City of Carson and one representative for District 2 of the Los Angeles County Board of Supervisors. The unincorporated areas in District 2 are in the Carson patrol station.

To facilitate the interview process, the City Manager is requesting that the City Council appoint two of its members to serve on a City Council Ad Hoc Committee that will participate on the LASD interview panel.

II.                     RECOMMENDATION

Recommendation

APPROVE the formation of a two-member Ad Hoc Committee to participate in the interview process for the new Captain of the LASD Carson Station.

TAKE another action the City Council deems appropriate.

 

IV.                     BACKGROUND

Jason Skeen was appointed to serve as the Captain of the LASD Carson Station in October 2016. Recently, Jason Skeen was promoted to the position of Acting Commander within the LASD and has been transferred to the LASD Headquarters to oversee three patrol stations. Acting Commander Skeen will not be returning to his role of Captain at the Carson Station.

 

The LASD is currently conducting a screening process to likely identify five final candidates. The City Manager requests the participation of two Carson City Councilmembers on the panel to interview the final candidates and make a recommendation to the Sheriff for the appointment of a Captain to the Carson patrol station. The interviews are anticipated to be held anytime in January.

 

In addition to the two City Councilmembers, the interview panel representatives from the City would include the Carson City Manager and a community member selected by the Carson City Manager in consultation with the Ad Hoc Committee.
