CONSIDER APPROVING ADDITIONAL ENHANCMENTS TO THE HOLIDAY DECORATIONS INSTALLED BY BRIGHTLIFE DESIGNS LLC AT THE CIVIC CENTER FOR THE 2019 HOLIDAY SEASON (CITY COUNCIL)

I. SUMMARY
At its October 1, 2019, meeting, City Council approved a contract with BriteLife Designs LLC to install and later remove holiday decorations from throughout the Civic Center, and light pole banners at select street medians for a total cost of $61,625.00. Additionally, an ad-hoc committee (Council Woman Lula Davis-Holmes) was established to consider adding a number of enhancements to further enrich the overall presentation at City Hall and the Community Center. A meeting was held with Councilwoman Davis-Holmes and staff wherein additional holiday decorations were considered. The ad-hoc committee is recommending that the City Council approve a contract amendment (Exhibit No.1) for the following enhancements: For the Community Center Atrium, a standing lighted frame, lighted scrolls hung on the columns and tear drop sprays with bows; a 5’ lighted red bow laid on the Community Center marquee; in front of City Hall, LED mini lights wrapped around the 17 palms located along Carson Street; and a red orb archway along the bridge connecting City Hall and the Community Center (Exhibits No. 2 & No. 3). The cost of these enhancements total $35,450.00.
II. RECOMMENDATION
Recommendation
1. APPROVE a contract amendment for the additional holiday decoration enhancements provided by BriteLife Designs LLC for City Hall and the Congresswoman Juanita Millender-McDonald Community Center.

IV. BACKGROUND
After completing a Request for Proposals (RFP) process, at its October 1, 2019, meeting, the City Council awarded a contract to BriteLife Designs LLC at a cost of $61,625.00. During the ensuing discussion, an ad-hoc committee (Council Woman Lula Davis-Holmes) was created to consider additional holiday decorations for the project. On October 7, 2019, a meeting was held with Councilwoman Davis-Holmes and City staff to discuss this issue. The options being recommended are the following:
• City Hall Fountain Area: 5’ Lighted Red Bow
• City Hall Fountain Area Entrance: 20’ x 3’ Lighted Gold “Happy Holiday Sign”
• City Hall Fountain Area Palm Branches: RGB Color Wash Up Lighting
• Power Coated metal reindeer wrapped in LED twinkly mini lights
• Community Center Atrium: Standing Lighted Frame
• Community Center Atrium: Lighted Scrolls on Columns
• Community Center Atrium: Tear Drop Sprays with Bow
• City Hall Bridge - Red Orb Archway Sections
• Community Center Marquee: 5’ Lighted Red Bow
• City Hall Palms along Carson Street: Wrapped in LED Mini Lights ( 17 Medium Palm Trees)
• Two (2) Small Coral Trees by Handicap Walkway Ramp by front of City Hall wrapped in LED Mini Lights
These holiday decorations come at an additional cost of $35,450.00.00.
V. FISCAL IMPACT
Should the City Council approve the ad-hoc committee’s recommendation, funds for these enhancements are included in the FY 2019-20 Adopted Budget in Account Number 101-90-930-101-6004.
