CONSIDER APPROVAL OF AMENDMENT NO. 1 TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CARSON AND THE CARSON PROFESSIONALS AND SUPERVISORS ASSOCIATION (CPSA), REPRESENTING THE PROFESSIONAL EMPLOYEES BARGAINING UNIT AND THE SUPERVISORY EMPLOYEES BARGAINING UNIT OF THE CITY OF CARSON, AND THE ASSOCIATION OF MANAGEMENT EMPLOYEES (AME), REPRESENTING THE MANAGEMENT EMPLOYEE BARGAINING UNIT OF THE CITY OF CARSON(CITY COUNCIL)

I. SUMMARY
Approval of Amendment No. 1 to the Memorandum of Understanding between the City of Carson and the Carson Professionals and Supervisors Association (“CPSA”), representing the professional employees bargaining unit and the supervisory employees bargaining unit of the City of Carson, and the Association of Management Employees (“AME”), representing the management employee bargaining unit of the City of Carson, for the period of July 1, 2015 through June 30, 2016 (“CPSA/ AME MOU 2015-2016”), would extend the existing memorandum of understanding between the City and CPSA/ AME for an additional six (6) months.
II. RECOMMENDATION
Recommendation
TAKE the following action:
WAIVE further reading and ADOPT Resolution No. 16-071, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, APPROVING AMENDMENT NO. 1 TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CARSON AND THE CARSON PROFESSIONALS AND SUPERVISORS ASSOCIATION (CPSA) AND THE ASSOCIATION OF MANAGEMENT EMPLOYEES (AME) FOR THE PERIOD OF JULY 1, 2015 THROUGH JUNE 30, 2016.”

III. ALTERNATIVES
1. REJECT the proposed Amendment No. 1 to the CPSA/ AME MOU 2015-2016.
2. TAKE such other action that the City Council deems appropriate consistent with the requirements of law.
IV. BACKGROUND
The City of Carson (hereinafter the “City”) recognizes CPSA and AME (hereinafter collectively the “Association”) as the sole exclusive bargaining agents for those City employees designated as being in the professional, supervisory, and management employee bargaining units of the City of Carson for all matters concerning wages, hours and working conditions. On February 2, 2016, the City Council approved the CPSA/ AME MOU 2015-2016.
The authorized representatives of the City, CPSA, and AME have met and conferred in good faith regarding the term of the CPSA/ AME MOU 2015-2016. The parties have come to an agreement to extend the term of the CPSA/ AME MOU 2015-2016 for six (6) months until December 31, 2016. The City and the Association also agreed that negotiations on a successor contract would begin in September, 2016, with the goal of completing negotiations prior to the end of the 2016 calendar year. There would be no other changes to the CPSA/ AME MOU 2015-2016.
This agreement was ratified by a majority of Association membership on May 24, 2016 and executed by the authorized representatives of CPSA and AME on June 15, 2016. This agreement will not be in full force and effect until it is approved by City Council.
V. FISCAL IMPACT
No fiscal impact to the City.
