CONSIDER APPOINTMENTS TO THE CITY’S COMMISSIONS, COMMITTEES AND BOARDS BY MAYOR AND CITY COUNCIL (CITY COUNCIL)

I. SUMMARY
This item is presented on the agenda to discuss the City’s Commissions, Committees and Boards (CCB) and the composition of those CCB’s affected by Resolution No. 19-026, Resolution No. 19-027, Resolution No. 19-028, and Resolution No. 19-029.
Due to the reduction in membership outlined in the aforementioned resolutions, Staff is requesting Mayor Robles select 5 Regular Members to continue to serve and remove all others, including alternate members, appointed to the Carson Historical Committee, Measure C’s Budget Oversight Committee, and Community Civic Engagement Board and select 7 Regular Members, with no alternates, to serve on the General Plan Advisory Committee.
Additionally, due to the current number of vacancies that exist, Mayor Robles intends to nominate for certain CCB’s and consider removals and/or appointments of new commissioners, committee and board members in accordance with the Carson Municipal Code (CMC).

II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. CONSIDER and APPOINT, REAPPOINT and/or REMOVE members to the Carson Historical Committee, Measure C’s Budget Oversight Committee, Community Civic Engagement Board, and the General Plan Advisory Committee;
2. CONSIDER and APPOINT or REMOVE members to the Commissions, Committees and Boards;
3. DIRECT the City Clerk to notify all affected appointments, reappointments and/or removed members of this action; and
3. If APPLICABLE, DIRECT the City Clerk to post and publish in accordance with the Maddy Act.

IV. BACKGROUND
During the Adjourned Regular City Council Meeting held February 7, 2019, the Mayor and City Council introduced Ordinance Nos. 19-1905 through 19-018 and Resolution Nos. 19-026, 19-027, 19-028, and 19-029.
On February 19, 2019, City Council took action and adopted the following:
Resolution No. 19-026, A Resolution of the City Council of the City of Carson, California, amending Resolution No. 13-066 to reduce the membership of the Carson Historical Committee to five members and no alternate members, and setting the term of the members presently serving on the committee;
Resolution No. 19-027, A Resolution of the City Council of the City of Carson, California reducing the membership of Measure C’s Budget Oversight Committee to five members, and setting the term of the members presently serving on the committee;
Resolution No. 19-028, A Resolution of the City of Carson, California, amending Resolution No. 16-141 to reduce the membership of the Community Civic Engagement Board to five members and no alternate members, and setting the term of the members presently serving on the board;
Resolution No. 19-029, A Resolution of the City Council of the City of Carson, California reducing the membership of the General Plan Advisory Committee to seven members and no alternate members, and setting the term of the members presently serving on the committee.
Prior to the introduction of said ordinances/resolutions, the Carson Historical Committee was comprised of 9 Regular Members and 3 Alternate Members, Measure C’s Budget Oversight Committee and Community Civic Engagement Board were structured with 11 Regular Members and 3 Alternate Members, and the General Plan Advisory Committee was a body of 15 Regular Members, 2 Councilmembers, and a Sheriff’s Department Representative. Due to the change in composition, staff is requesting direction from the Mayor and City Council.
Furthermore, as unscheduled vacancies arise or if CCB members are frequently absent, it is best practice to consider new appointments.
Invitations to submit a CCB appointment application for all interested person(s) were posted in accordance to the Maddy Act. Applications for individuals requesting appointments were previously provided under separate cover to the Mayor and City Council.
V. FISCAL IMPACT
Funds for CCB stipends are already budgeted for Fiscal Year 2018-19; however, the reduction of members will lessen the previous allotment.
