CONSIDERATION TO ACCEPT THE PROJECT AS COMPLETE, PROJECT NO. 1641 GARDENA BOULEVARD STREET IMPROVEMENT FROM FIGUEROA STREET TO EAST OF AVALON BOULEVARD.

I.                     SUMMARY

On August 2, 2022, the City Council awarded a Construction Contract to Palp, Inc. for $2,668,527.90 for Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to East of Avalon Boulevard. City Council also authorized the expenditure of construction contingencies of $533,705.58 (20%) for any unforeseen construction work that may have been necessary to complete this project.

Project No. 1641 has been completed in accordance with approved plans and specifications. It is requested that the City Council accept the project as complete and authorize staff to file the Notice of Completion with the LA County Recorder’s office.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     ACCEPT as complete Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to East of Avalon Boulevard.

2.                     AUTHORIZE staff to file a Notice of Completion.

III.                     ALTERNATIVES

1. DO NOT ACCEPT the project as complete. However, acceptance of projects as complete and recordation of a Notice of Completion after work completion, under Civil Code section 9204 will shorten the time period during which any contractor will be able to file a lien claim.

2. TAKE another action the City Council deems appropriate consistent with the requirements of the law.

 

IV.                     BACKGROUND

Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to East of Avalon Boulevard is listed on the city’s Capital Improvement Program (CIP). On August 2, 2022, the City Council awarded a Construction Contract to Palp, Inc. for a total budget of $2,668,527.90 for Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to East of Avalon Boulevard. City Council also authorized the expenditure of construction contingencies of $533,705.58 (20%) for any unforeseen construction work that may be necessary to complete this project, bringing the total authorized budgeted amount to $3,202,233.48 for this project.

The project consisted of a roadway reconstruction between Main Street and Avalon Boulevard. All other segments of Gardena Boulevard between Figueroa Street and East of Avalon Boulevard consisted of a 2-inch and 4-inch cold mill and asphalt overlay. The project also included repairs to concrete sidewalk, driveways, curb and gutter, replacing traffic loop detectors, striping, and manhole adjustments.

The construction of Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to East of Avalon Boulevard, has been completed in a satisfactory manner and the street is now open for public use. Staff is requesting the City Council to accept the project as complete and authorize staff to proceed with the filing of the Notice of Completion.

V.                     FISCAL IMPACT

The contract amount for this project was $2,668,527.90, with a 20% contingency in the amount of $533,705.58, bringing the total authorized budgeted amount to $3,202,233.48. The total expenditures for this project total $2,617,507.69 and the project was completed under budget, with savings of $584,725.79.
