CONSIDER APPROVING THE CONTRACT RENEWAL FOR DR. PAUL L. PENOLIAR, OCCUPATIONAL THERAPIST FOR THE JOSEPH B. JR. AND MARY ANNE O’NEAL STROKE CENTER (CITY COUNCIL)

I. SUMMARY
Effective June 15, 2015, the City of Carson entered into a three-year Memorandum of Understanding (MOU) with the Occupational Therapy Department at California State University Dominguez Hills (CSUDH) (Exhibit No. 1). The MOU stipulates that “CSUDH shall assign a Fieldwork Coordinator from the OT program who will coordinate and be responsible for student FWS activities.” CSUDH selected and the City has engaged the services of Dr. Paul L. Penoliar to meet the Fieldwork Coordinator stipulation. Since the annual contract sum will exceed $25,000, the contract is being presented to the City Council for approval (Exhibit No. 2). Additionally, Dr. Penoliar’s education, skill, and experience as a CSUDH Professor and Occupational Therapist make him uniquely qualified to be the Fieldwork Coordinator for this program. As such, the City has authority to enter into this contract as a sole source contract, pursuant to Section 2611 of Chapter 6 of Article II of the Carson Municipal Code.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE the contract renewal of Dr. Paul L. Penoliar, Occupational Therapist for the Joseph B. Jr. and Mary Anne O’Neal Stroke Center.
2. AUTHORIZE the Mayor to execute the contract of Dr. Paul L. Penoliar.

IV. BACKGROUND
Effective June 15, 2015, the City of Carson entered into a three-year MOU with the Occupational Therapy Department at CSUDH which requires the assignment of a Fieldwork Coordinator. Since Dr. Penoliar’s services were obtained as the Fieldwork Coordinator, attendance has increased at the Stroke Center along with the need for Occupational Therapy services. As a result, Dr. Penoliar is working more hours and supervising more student interns.
In order to address this need, the contract being presented to City Council for fiscal year 2017-2018 is in the amount of $48,000 for Dr. Penoliar’s services. Please note that the City of Carson secured a grant from Kaiser Permanente in the amount of $7,500 specifically to offset the cost of Dr. Penoliar’s occupational therapy services.
V. FISCAL IMPACT
The full amount of the contract is $48,000, and the funding is located in account number 01-90-983-049-6004. However, the City is expected to receive a $7,500 grant from Kaiser Permanente, which would reduce the City’s net cost of the contract to $40,500.
