CONSIDERATION OF RESOLUTION 17-003 RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 8, 2016, DECLARING THE RESULT AND SUCH MATTERS AS PROVIDED BY LAW

I. SUMMARY
The General Municipal Election was conducted on Tuesday, November 8, 2016. The Los Angeles County Registrar-Recorder/County Clerk (LARRCC) has certified the returns of the election and, pursuant to California Elections Code Section 10263, the governing body shall adopt a resolution reciting the facts of the election and the other matters that are enumerated.

WAIVE further reading and ADOPT Resolution No. 17-003, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 8, 2016, DECLARING THE RESULT AND SUCH MATTERS AS PROVIDED BY LAW.”

IV. BACKGROUND
On June 8, 2016, the City Council adopted Ordinance No. 16-1585 to change the Carson General Election Date from the first Tuesday after the first Monday in March of odd-numbered years, to the first Tuesday after the first Monday of even numbered years.
On July 5, 2016, amongst other things, the City Council adopted Resolution No. 16-079 calling the General Municipal Election to be held on November 8, 2016 for the purpose of electing two members of the City Council for a full term of four years each, and a Mayor for a full term of four years.
On August 11, 2016, the City Council took actions adopting Resolution No. 16-111 confirming and affirming the consolidation of the General Municipal Election with the statewide general election to be conducted by LARRCC. Additionally, the City Council adopted Resolution No’s. 16-108 (Term Limits - Measure TL) and 16-115 (Cannabis Tax - Measure KK) ordering submissions of measures to the electors of the City.
On November 8, 2016, the General Municipal Election was conducted and the LARRCC has canvassed the returns and certified the results of the election. California Elections Code Section 10262(b) requires the City Council to certify the election results no later than the next regularly scheduled City Council meeting, or at a special meeting called for this purpose following the final canvass of the returns.
Upon the completion of the canvass and before installing the new officers, the governing body shall adopt a resolution reciting the fact of the election and the other matters that are enumerated. Therefore, the City Clerk is submitting Resolution No. 17-003 for adoption. The official canvass of the election, attached to said Resolution, contains a report of the number of votes cast for each candidate and for Measures KK and TL.
