CONSIDER APPROVING RESOLUTION NO. 19-125, NOTIFYING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS OF THE CITY'S INTENT TO RETAIN THE SERVICES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, AND, RENEWING THE LAW ENFORCEMENT SERVICES CONTRACT WITH THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT (CITY COUNCIL)

I. SUMMARY
The City of Carson's current contract with the Los Angeles County Sheriff's Department (LASD) expires on June 30, 2019. The City and LASD have a positive working relationship and the LASD continues to provide outstanding service to the community. The City Council is asked to (1) consider Resolution No. 19-125 which would notify the County Board of Supervisors of the City's intent to retain the services of LASD, and (2) to renew the contract between Carson and LASD for a five year term.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 19-125, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, NOTIFYING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS OF THE CITY'S INTENT TO RETAIN THE SERVICES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT."
2. APPROVE renewing the Los Angeles County Sheriff's Department contract for the period July 1, 2019 through June 30, 2024.
3. AUTHORIZE the Mayor to execute the law enforcement services agreement with the Los Angeles County Sheriff's Department following approval as to form by the City Attorney.

III. ALTERNATIVES
TAKE any action the City Council deems appropriate.
IV. BACKGROUND
The City of Carson has contracted with the Los Angeles County Sheriff's Department to provide law enforcement services since the City's inception in 1968. In the 51 years since, the City has maintained a very positive working relationship with the LASD. Moreover, the Sheriff's department has provided excellent service during this time. The City-County Municipal Law Enforcement Services Agreement requires the city to notify the County if the City desires to renew the contract services. Resolution No. 19-125 serves as the formal notification to the Board of Supervisors of Carson's desire to proceed (Exhibit No. 1). Also attached is the contract services agreement (Exhibit No. 2).
V. FISCAL IMPACT
Funds for the Sheriff's contract are included in the City's annual budget in the Public Safety Division and the Revenue Division.
