CONSIDER APPROVAL OF RESOLUTION 20-115 AMENDING THE CITY'S SPECIAL REVENUE FUND BUDGET AND ALLOCATE CARES GRANT FUNDS TO SPECIFIC COVID RELIEF ACCOUNTS (CITY COUNCIL)

I.                     SUMMARY

The City of Carson has been awarded Community Development Block Grant (CDBG) funds pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act, enacted by the United States Congress on March 25, 2020 and signed by the President on March 27, 2020.  The U.S. Department of Housing and Urban Development (HUD) has notified the City that it will receive $472,890 in a supplemental appropriation of CDBG funds, referred to as CDBG-CV, under the CARES Act.  Staff is requesting that Council approve Resolution No. 20-115 (Exhibit No. 1) to amend the special revenue fund budget and allocate these grant funds to the appropriate accounts.                     

 

II.                     RECOMMENDATION

Recommendation

APPROVE Resolution No. 20-115 amending the City’s Fiscal Year 2020-2021 special revenue fund budget and allocate $472,890 in CARES grant funds to the appropriate accounts.

IV.                     BACKGROUND

The City of Carson has been awarded Community Development Block Grant (CDBG) funds pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act, enacted by the United States Congress on March 25, 2020 and signed by the President on March 27, 2020.  The U.S. Department of Housing and Urban Development (HUD) has notified the City that it will receive $472,890 in a supplemental appropriation of CDBG funds, referred to as CDBG-CV, under the CARES Act.

On May 11, 2020, the Disaster Council (DC) made recommendations to the City Council on use of the Planning Year 2020 CDBG funds as well as the new CDBG-CV funds for activities related to COVID-19.  On June 23, 2020 Council authorized an allocation of $472,890 in supplemental CDBG-CV funds (Exhibit No. 2).  The allocation of funds is as follows:                     

                     $113,493 for a program to assist small businesses that have suffered negative impacts from the COVID-19 pandemic.

                     $264,819 for a program of emergency rental assistance to low and moderate income Carson residents facing imminent threat of eviction as a result of loss of income related to the COVID-19 pandemic, including senior residents.

                     $94,578 to cover eligible costs for the planning and administration of the business assistance and rental assistance programs.

Staff requests Council approval of Resolution No. 20-115 to amend the special revenue fund budget and allocate these grant funds to the appropriate accounts.                     

V.                     FISCAL IMPACT

There is no fiscal impact to the City’s general fund as these grant funds have been provided through the CDBG program to provide relief during the COVID19 pandemic.  This budget resolution allocates $472,890 to the following accounts:

o                     $113,493 to account number 215-70-720-964-6525 - business assistance

o                     $264,819 to account number 215-70-720-964-6562 - rental assistance

o                     $94,578 to account number 215-70-720-964-6504 - planning/administration
