CONSIDERATION OF RESOLUTION NO. 17-127 A BUDGET AMENDMENT IN THE REGULAR ELECTION SUPPORT GENERAL FUND AND AN AGREEMENT WITH MARTIN & CHAPMAN COMPANY FOR ELECTION SERVICES RELATED TO THE NOVEMBER 7, 2017 SPECIAL MUNICIPAL ELECTION  (CITY COUNCIL)

I.                     SUMMARY

On November 7, 2017, the City of Carson is holding a stand-alone Special Municipal Election for the purpose of submitting Measure C (Oil Industry Business License Tax) to the voters. Due to the fiscal impact associated with the stand-alone Special Municipal Election a budget amendment is required. In addition, approval of a contract for certain election services is required.

 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     ADOPT Resolution No. 17-127, A Resolution of the City of Carson City Council Amending the Fiscal Year 2017-2018 Budget in the Regular Election Support General Fund; and

2.                     APPROVE the agreement for contract services between the City of Carson and Martin & Chapman Company for election services related to the November 7, 2017 Special Municipal Election and AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

IV.                     BACKGROUND

On August 7, 2017, the City Council called and gave notice of the conduct of a stand-alone Special Municipal Election (Election).  The August 7th staff report indicated that upon City Council’s action, staff would return with the budget amendment resolution and related costs.  As the Elections Official, City Clerk Gause Aldana determined in order to effectively administer the Election, the City should enter into an agreement with Martin and Chapman Company (M&C) for certain Election services.  The purpose of these services will provide additional election support, expertise and resources to the City Clerk, the City Clerk’s Office and City staff.

M&C has been in business for over 60 years, partnering with many cities, counties, districts, etc. in the State of California and Nevada.  M&C has become the industries primary election consultant and supplier for the cities who conduct their own elections in Los Angeles County.  The City of Carson has utilized M&C’s services in the past, for various services, including the February 23, 2016 Special Municipal Election.

V.                     FISCAL IMPACT

The additional expenditure will reduce the estimated General Fund balance by $280,000.  The most recent estimate of the General Fund balance as of June 30, 2018 (the end of the current fiscal year) is $13,326,655.  Adopting the proposed amendment would reduce that amount to $13,046,655.
