DISCUSSION ON COMMENCEMENT OF A PROCESS TO TERMINATE THE DEVELOPMENT AGREEMENT BETWEEN THE CITY OF CARSON AND FOCAL STRATEGIC INVESTMENTS, LLC.  FOR A 0.66-ACRE PROPERTYLOCATED AT 17505 S. MAIN STREET (CITY COUNCIL) (PURSUANT TO REQUEST FOR RECONSIDERATION)

I.                     SUMMARY

Councilmember Lula Davis-Holmes has requested a full Council discussion of re-opening and terminating that the Development Agreement between the City of Carson and Focal Strategic Investments, LLC for a 0.66-acre property located at 17505 S. Main Street (the “Focal DA”). 

II.                     RECOMMENDATION

Recommendation

INSTRUCT staff to bring back further discussion, and potential public hearing, for the termination of the Focal DA, as consistent with the Development Agreement Statutes (Gov. Code §§65864 et seq.) and terms of the Focal DA.

Any other action deemed appropriate by the City Council.

IV.                     BACKGROUND

This staff report provides the next steps required to implement this process.  Because adoption of the Focal DA statutorily and contractually required a notice and public hearing process, and includes a further notice and public hearing process for purposes of terminating the DA, such procedures are recommended as next steps to be taken at a noticed public hearing at a regular Council meeting.
