CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR THE SECOND CITY PROJECT FUNDED BY SB1 - PROJECT NO. 1603: ALBERTONI STREET REHABILITATION FROM FIGUEROA STREET TO CENTRAL AVENUE (CITY COUNCIL)

I. SUMMARY
The Plans, Specifications and Estimates (PS&E) for the second City project funded by Senate Bill 1 (SB1), Project No. 1603: Albertoni Street Rehabilitation from Figueroa Street to Central Avenue for FY 2018/19 (Exhibit Nos. 1 and 2), have been completed and are ready for construction bids. The total estimated construction cost is $1,555,555.00.
It is requested that the City Council approve the PS&E and authorize staff to advertise for construction bids.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE the plans, specifications and estimates, and order the work for Project No. 1603: Albertoni Street Rehabilitation from Figueroa Street to Central Avenue for FY 2018/19.
2. AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1603: Albertoni Street Rehabilitation from Figueroa Street to Central Avenue for FY 2018/19.

2. TAKE another action the City Council deems appropriate, consistent with the requirements of the law.
IV. BACKGROUND
On May 1, 2018, the City Council approved Item No. 26: Resolution No. 18-052 (Exhibit No. 3) approving the project list for FY 2018/19 funded by SB1 the “Road Repair and Accountability Act of 2017” which included Project No. 1603: Albertoni Street Rehabilitation from Figueroa Street to Central Avenue as the second project to be addressed with SB 1 funding.
On May 3, 2018, staff submitted Resolution No. 18-052 and the approved project list for FY 2018/19 to the California Transportation Commission (CTC) to receive funding from the Road Maintenance and Rehabilitation Account (RMRA) created by SB1. The list included the description and location of the Albertoni project, the proposed schedule, and the estimated useful life of the improvements. This is the second year in which the city is receiving funding from SB1 which enables the City to continue essential road maintenance and rehabilitation projects.
The plans and specifications for Project No. 1603: Albertoni Street Rehabilitation from Figueroa Street to Central Avenue have been completed. The Albertoni Street project consists of repair of damaged sidewalks, driveway approaches, cross gutter, curbs and gutters, access ramps, and tree removals. The required concrete improvements were identified as outlined in the 2017 Sidewalk Assessment Report (SAR) completed for the City, and will repair and restore concrete to City standards, meeting the Americans with Disabilities Act (ADA) requirements. This project also includes pavement overlay as outlined in the City’s most recent Pavement Management Program (PMP).
The PS&E were prepared by the Engineering Services Division of the Public Works Department, and are now ready to advertise for construction bids.

V. FISCAL IMPACT
FY 2018/19 is the second year of RMRA SB1, and the City is projected to receive funding in the amount of $1,555,555.00 to cover the estimated construction cost of Project No. 1603 - Albertoni Street Rehabilitation. The account number for RMRA is 288-80-820-904-8009.
