I. SUMMARY

The purpose of the Wi-Fi in City Parks Project is to provide the community with free Wi-Fi at all City Parks. The ARPA funded project meets the federal funding guidelines and project progress was reported along with other City ARPA projects. Following a competitive bid process, the City of Carson executed an agreement with DataGear, Inc. on September 30, 2022, for Wi-Fi equipment and installations services.
DataGear, Inc. initially reported delivery delays in the wireless equipment resulting in the project to be postponed from September 30, 2022 to April 14, 2023. City staff approved the delay until DataGear confirmed the equipment was received on April 14, 2023. DataGear started work on Wi-Fi equipment installations on May 24, 2023, and completed installations at four (4) parks (Mills, Carson, Veterans, Dominguez) between May 24, 2023 and December 4, 2023. DataGear initiated work on three (3) additional parks (Foisia, Stevenson, Anderson) during this period. After several project meetings whereby no progress or minimal progress was made on these three parks, the City issued a 30-day notice of termination to DataGear, Inc. on December 4, 2023 for failure to meet the Schedule of Performance, requiring completion of the project within (180) days per contractual terms. DataGear, Inc. completed the installations in progress at Foisia, Stevenson, and Anderson park before December 31, 2023. However, DataGear would only provide an estimated project completion month of July 2024 or August 2024 for the remaining five parks (Del Amo, Calas, Hemingway, Dolphin, Carriage Crest). Upon satisfaction of the 30-day termination notice period, staff solicited quotes from other vendors. SkyNet Communications, Inc. was willing to initiate the project within 7 days of quote approval.
