SUBJECT:
CONSIDER REJECTION OF ALL BIDS RECEIVED FOR INVITATION FOR BIDS ("IFB") 23-25 FOR PURCHASE OF DANCEFLOORS, EDGES, AND CARTS

I. SUMMARY

The City's Municipal Code ("CMC") enables the Awarding Authority to reject any and all bids received as a result of the City's Formal Bidding Procedures. Staff issued an Invitation for Bids ("IFB") #23-25 on December 7, 2023 for the purchase of Dancefloors, Edges, and Carts to be utilized for City events and programs and received four bid responses. During the evaluation process, Staff identified a technicality that was not incorporated into the bid specifications. As a result, Staff are requesting for Council to formally reject the bids received and authorize staff to proceed in identifying an alternative procurement method for compatible equipment in compliance with the Purchasing Ordinance.


II. RECOMMENDATION

TAKE the following actions:
1. REJECT all bids received in response to IFB No. 23-25.


III. ALTERNATIVES


1. DO NOT reject the bids.
2. TAKE another action as deemed appropriate by the City Council, consistent with the requirements of the law.


IV. BACKGROUND


On December 7, 2023, the City of Carson ("City") issued IFB 23-25 for the purchase of Dancefloors, Edges, and Carts to be utilized for City events. The bid remained open through December 18, 2023 at 10:00AM and the City recorded a total of four bid responses. Throughout the evaluation process, it was determined that a technicality for compatibility with other equipment utilized by the City was not represented within the bid specifications. Due to this technicality, the City received responses for material that were not directly compatible with our current equipment.
