CONSIDER RESOLUTION NO. 24-018, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RATIFYING THE DELINEATION OF CERTAIN LOCATIONS FOR THE INSTALLATION AND OPERATION OF PIPELINES AND OTHER FACILITIES IN CONNECTION WITH A PUBLIC UTILITY PIPELINE FRANCHISE AWARDED TO ZENITH ENERGY WEST COAST TERMINALS LLC" (CITY COUNCIL)

I. SUMMARY
On December 5, 2023, the City Council approved Ordinance No. 23-2310 granting to Zenith Energy West Coast Terminals LLC, a Delaware limited liability company ("Zenith" or "Franchisee"), a public utility pipeline franchise for the purpose of conducting, transporting, conveying and carrying gas, oil, petroleum, water and other substances, on, along, in, under and across certain public streets, ways, alleys and places within the city. Ordinance No. 23-2310 serves as a renewal of a franchise granted by the City to Southern California Edison Company under previous Ordinance No. 99-1185 with a term commencing August 15, 1973, and expiring August 14, 2023.
Carson Municipal Code Section 6827 requires Council approval of the location of the pipelines. Although the location of the pipelines was previously approved under past Council actions, during the renewal process staff identified certain adjustments were needed to accurately account for the lineal footage of two pipelines previously installed under Ordinance No. 99-1185. To clarify the records, Resolution No. 24-018 ("Exhibit No. 1") is prepared for approval and adoption by the City Council. Specifically, Exhibit A of Resolution No. 24-018 contains an updated description of the location of pipelines that fall under Ordinance No. 23-2310 and their corresponding lengths. Exhibit B of Resolution No. 24-018 delineates the location of the same pipelines on a visual map.
