CONSIDER RESCINDING RESOLUTION NO. 23-201, A RESOLUTION OF THE CITY OF CARSON AMENDING THE CITY'S BUDGET FOR FISCAL YEAR 2023-2024 AND APPROVING RESOLUTION NO. 23-203, AMENDING THE CITY'S BUDGET FOR FISCAL YEAR 2023-2024 IN THE AMOUNT OF $26,000,000

I. SUMMARY

On December 19, 2023, the City Council introduced Ordinance No. 23-2311 approving an Economic Development Benefit Agreement with the Carson Reclamation Authority and CAM-Carson, LLC, in the amount of $26,000,000, for the purpose of facilitating the development of a portion of the Former Cal Compact Landfill into a retail fashion mall.
Also approved with the ordinance was Resolution No. 23-201, a resolution of the City Council amending the Fiscal Year 2023-2024 budget to appropriate the money from the City's General Fund Reserves into an account for it to be transferred to the Carson Reclamation Authority to effectuate the transaction with CAM and move forward with the project. There were errors in the form of the resolution, and staff is asking that Resolution No. 23-201 be rescinded and a new corrected Resolution No. 23-203 be adopted in its place.

II. RECOMMENDATION
Recommendation

1. RESCIND Resolution No. 23-201, A RESOLUTION OF THE CITY OF CARSON AMENDING THE FISCAL YEAR 2023-24 BUDGET IN THE AMOUNT OF $26,000,000.
2. APPROVE Resolution No. 23-203, A RESOLUTION OF THE CARSON RECLAMATION AUTHORITY AMENDING THE FISCAL YEAR 2023-24 BUDGET IN THE AMOUNT OF $26,000,000
3. AUTHORIZE the Chair to execute the resolution in a form acceptable to the City Attorney.

V. FISCAL IMPACT

There is no additional fiscal impact from the recission of the old resolution and adoption of the new resolution. The action remains to appropriate $26,000,000 from the fund balance to be used toward the project.
