CONSIDER SENDING A LETTER IN SUPPORT OF THE REQUEST FROM THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT TO THE UNITED STATES ARMY CORPS OF ENGINEERS FOR THE DOMINGUEZ CHANNEL WATERSHED REVITALIZATION PROJECT (CITY COUNCIL)

I. SUMMARY

This item transmits a request for City Council to consider taking a position of support and sending a corresponding letter regarding the recent request (dated November 9, 2023) from the Los Angeles County Flood Control District to the United States Army Corps of Engineers (USACE) for funding to be allocated to the Water Resources Development Act of 2022, Section 219 Project, that would revitalize and improve the Dominguez Chanel. The proposed letter from the Carson City Council addressed to the USACE in support of the project is included as Exhibit 1.
The Water Resources Development Act of 2022, Section 8375 (b) (2) (C), amended Water Resources Development Act of 1992 authorizes $103,000,000 for water and water infrastructure, including stormwater management, in various areas of Los Angeles County, California, including the Dominguez Channel, which flows through significant sections of the City of Carson.
The Dominguez Channel Watershed Improvement Project, if pursued by the United States Army Corps of Engineers, will improve conditions within the watershed by helping to manage stormwater and improve the channel and adjacent areas. Improvements related to the management of stormwater will also enhance flood risk management and water conservation. If completed, this project would bring enormous environmental and economic opportunities to the City of Carson and the surrounding region.
