CONSIDER AWARD OF A CONSTRUCTION CONTRACT TO HZS ENGINEERING, INC. FOR PROJECT NO. 919: WILMINGTON AVENUE AND 223RD STREET - PULL BOX ACCESS IMPROVEMENTS (CITY COUNCIL)

I. SUMMARY
Project No. 919: Wilmington Avenue and 223rd Street Pull Box Access Improvements is part of the City of Carson (City's) Fiscal Year 2023/24 5-Year Capital Improvement Program (CIP) plan. This project includes site improvements to provide access to existing pull boxes necessary to maintain the traffic signal at the intersection of 223rd Street and Wilmington Avenue (Exhibit No. 1).
The project was advertised in a newspaper of local circulation and through the PlanetBids portal from October 19, 2023 to November 8, 2023. One (1) bid was received and opened at the City Clerk's Office. It was determined that HZS Engineering, Inc. was the lowest responsive and responsible bidder, with a total bid amount of $113,700.00.
Staff is requesting City Council to award a Construction Contract to HZS Engineering, Inc. for Project No. 919: Wilmington Avenue and 223rd Street Pull Box Access improvements for a not-to-exceed amount of $113,700.00. The total cost for this project including a 10% contingency is $125,070.00
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. AWARD a Construction Contract to HZS Engineering, Inc., the lowest responsive and responsible bidder, for Project No. 919: Wilmington Ave and 223rd Street - Pull Box Access Improvements, in the not to exceed amount of $113,700.00.
2. AUTHORIZE the expenditure of construction contingencies in the amount of $11,370.00 (10%) for change orders and any unforeseen construction work such as substructure conflicts, contaminated soil removal and disposal, material testing, and other work that may be necessary to complete this project.
