CONSIDER AWARD OF CONTRACT FOR ON-CALL CONCRETE REMEDIATION SERVICES TO SOUTHERN CALIFORNIA PRECISION CONCRETE, INC. IN AN AMOUNT NOT TO EXCEED $400,000 (CITY COUNCIL)

I. SUMMARY

The City issued a Request for Proposals (RFP No. 23-026) on July 27, 2023, for qualified contractors to provide on-call concrete remediation services for City-owned streets, sidewalks, and concrete pavements. This was part of the department's overall risk mitigation efforts to prevent trip and fall incidents caused by the deterioration of aging sidewalks, expansion, tree roots, and ground settlement. Four (4) proposals were received in response to the RFP, but one of the proposers withdrew its bid, and another was found to be non-responsive (Exhibit No. 2). After a thorough analysis and evaluation of the two (2) remaining proposals, staff recommends awarding a one-year term contract to Southern California Precision Concrete, Inc., for on-call concrete remediation services as per RFP No. 23-026, at a not to exceed amount of $400,000.00.

II. RECOMMENDATION
Recommendation

1. APPROVE the proposed Public Works Agreement with Southern California Precision Concrete, Inc. for the provision of on-call concrete remediation services for a one-year term at a not-to-exceed contract sum of $400,000.00 (Exhibit No. 1).
2. AUTHORIZE the Mayor to execute the Southern California Precision Concrete Contract following approval as to form by the City Attorney.

1. REJECT all proposals for RFP No. 23-026 (Concrete Remediation)
2. DO NOT award the proposed contract to Southern California Precision Concrete, Inc.
3. TAKE another ACTION the City Council deems appropriate, consistent with the requirements of the law.
