I. SUMMARY

THIS ITEM IS NOT FOR CONSIDERATION OF APPROVAL OF CLOSURE OF ANY MOBILE HOME PARK.
Ordinance No. 23-2306 proposes to update Carson Municipal Code (CMC) Section 9128.21 pursuant to AB 2782 that will ensure greater clarity and serve to better protect the residents of the City's mobile home parks who may be faced with park closures sought by the private owners of the parks in the future, as shown in Exhibit 1.
On June 13, 2023, the Planning Commission unanimously recommended approval of Ordinance No. 23-2306 by the City Council by adopting Resolution No. 23-2856, Exhibit 2. Approximately 400 people attended the Planning Commission hearing which was held in two halls in the Community Center: one for the English-speaking audience and the other for the Spanish-speaking audience. Spanish interpreters were present to translate the entire hearing. All questions, both English and Spanish were asked in the main hall where the Planning Commission was seated. The same format will be followed for City Council hearing.
The Zone Text Amendment (ZTA) pertains to the process and requirements for applications and decisions regarding approval of relocation impact reports (RIR) for closure of mobile home parks in the City, as contemplated by the General Plan Housing Element. The ZTA and all proposed amendments therein are consistent with and authorized by state law as amended by AB 2782, including Government Code Section 65863.7.
