CONSIDER ADOPTING RESOLUTION NO. 23-097 TO ACCEPT A $57,000 GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (SBCC), AND APPROVING AMENDMENT NO. 1 TO THE 2022 SUBCONTRACT TO EXTEND THE PREVENTION AND AFTERCARE PROGRAM FOR THE 2023-24 FISCAL YEAR (CITY COUNCIL)

I. SUMMARY

Since 2015, the City of Carson has been awarded grants from the South Bay Center for Counseling (SBCC) in support of the Prevention and Aftercare Program. The endeavor is designed to strengthen family resilience and nurture the development of healthy behaviors. SBCC recently notified the City that it will be receiving $57,000 in grant funding to provide continued services for the period of July 1, 2023, through June 30, 2024.
To formally accept the money and continue the program's activities and services, staff is requesting that the City Council adopt Resolution No. 23-097, (Exhibit No. 1), which would accept and appropriate the funds to the appropriate accounts. Additionally, the City Council is asked to approve Amendment No. 1 (Exhibit No. 3) to the 2022 subcontract between the City and SBCC (Exhibit No. 2), which would extend the subcontract term through June 30, 2024. Please note that there will be a very small lapse between contracts, as the current contract expires June 30, 2023, and the new contract will go into effect on July 5, 2023.

II. RECOMMENDATION

TAKE all of the following actions:
1. WAIVE further reading and ADOPT Resolution No. 23-097, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ACCEPTING A $57,000 GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING TO SUPPORT THE PREVENTION AND AFTERCARE PROGRAM" (Exhibit No. 1).
2. APPROVE the proposed "Amendment No. 1 to 2022 Subcontract for Prevention and Aftercare Program Activities and Services" between the City and SBCC (Exhibit No. 3; "Amendment No. 1").
