CONSIDER EXTENSION OF LICENSE AGREEMENT (CONTRACT NO. 9.1550) WITH SOUTHERN CALIFORNIA EDISON ("SCE") FOR THE USE OF CERTAIN SCE PARCELS BY THE CITY OF CARSON FOR PARK USES AT HEMINGWAY PARK, TO EXPIRE ON SEPTEMBER 29, 2023

I. SUMMARY
SCE and the City of Carson ("City") are parties to that certain License Agreement (Contract No. 9.1550) (the "License") through which the City licenses certain property for park and recreation use at Hemingway Park from SCE. This is the case where the City is the user of property owned by another party, in this case SCE. The current License's term expires June 30, 2023.
The City and SCE are negotiating a subsequent license (the "New License" for the licensed property but there have been some small changes in the form proposed by SCE that have resulted in additional time spent on legal review.
SCE and the City desire to extend the term of the License to allow the City to remain on the licensed property while the negotiation and execution of the New License is pending. The parties agree to extend the termination date of the License to September 29, 2023. Should the New License be entered into prior to September 29, 2023, the License shall terminate as of the date the New License is entered.
Except for the extension of the term as set forth above, all other terms and conditions of the current License are ratified and affirmed and shall remain in full force and effect.
II. RECOMMENDATION
Recommendation
1. APPROVE the extension of License Agreement (Contract No. 9.1550) with Southern California Edison for the use of certain property at Hemingway Park, to expire on September 29, 2023.
2. AUTHORIZE the City Manager to execute the Agreement and any other related documents.
