CONSIDER MULTIPLE RESOLUTIONS TO ACCEPT HAZARD MITIGATION GRANT PROGRAM FUNDS FROM FEMA THROUGH CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES AND AMENDING THE AMENDING THE FISCAL YEAR 2022-2023 BUDGET TO REFLECT THE INCREASED REIMBURSABLE EXPENDITURE

I. SUMMARY

The City of Carson through its Emergency Services Manager applied for Hazard Mitigation Grant Program (HMGP) funds with the California Governor's Office of Emergency Services (CalOES) to augment the costs necessary to update the City of Carson's Hazard Mitigation Plan. On August 24, 2022, the City received a Notification of Sub-application approval (Exhibit 1) for a total project cost of $90,994.00. The federal share at 75 percent amounts to $68,245.50, with a remaining 25 percent City Share of $22,748.50. Furthermore, the city is being awarded $2,620.58 in Subrecipient Management Costs.
Being that the grant application comprised an estimated amount, the total project cost is expected to increase to $99,833.00. As a result, a grant amendment and a budget amendment may be expected in FY22-23.
Staff is now requesting City Council to accept these grant funds and approve the City share of $22,748.50 for the City to proceed with the update of the City's 2013 Hazard Mitigation Plan by adopting Resolution numbers 23-004 and 23-022.

II. RECOMMENDATION
Recommendation

WAIVE further reading and ADOPT the following Resolutions:
1. Resolution No. 23-022, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ACCEPTING A $70,866.08 IN GRANT FUNDS FROM THE CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES, AS A SUB-RECIEPIENT OF A FEMA HMPG GRANT."
2. Resolution No. 23-004, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE FISCAL YEAR 2022- 2023 BUDGET TO ACCEPT THE HAZARD MITIGATION GRANT FUNDS FOR THE UPDATE OF THE HAZARD MITIGATION PLAN."
